The Royal Government and Ministry of Agriculture recently decided to grant tens of thousands of hectares of forested lands to Vietnamese companies under the term of "concession lands" in Kompong Thom, Kratie, Rotanakiri, and other provinces. These Vietnamese companies have used the word "investment" in acacia, Para rubber, and other industrial crops to secure contracts on these lands from the Royal Government of Cambodia [RGC] and some of these companies are already beginning to tear down Cambodia's forests in a most resolute manner.
It was recently reported from Sontuk district, Kompong Thom province that a Vietnamese company is clearing and destroying Cambodia's forests in Krayea commune ostensibly for the purpose of planting acacia trees.
Reports from Kratie and Mondolkiri provinces also said that Vietnamese companies are clearing forests to get lands for planting Para rubber trees, thus negatively affecting the livelihood of Cambodians living in these regions. The granting of concession lands to the investor Vietnamese companies does not benefit Cambodians at all because the Vietnamese companies are employing only Vietnamese laborers and do not want any Cambodian workers in their projects. This has caused great misery to the Cambodian people because the forests, the source of their daily incomes, are being destroyed and they are not getting any employment.
Chan Sarun, minister of Agriculture, forestry, wildlife, and fisheries, recently expressed great delight at a ceremony handing over some concession lands in Kratie province to a Vietnamese company to invest in Para rubber plantation. The minister was gleeful but the Cambodian people in that region were sad because tens of thousands of hectares of Cambodian forests would be logged and cleared by the Vietnamese company to get lands for the so-called investment.
It is obvious that Cambodia's very invaluable forests are fated to disappear at the hands of the Vietnamese companies. This is most regrettable.
The people in Kratie and Mondolkiri provinces were stunned when they learned that the Agriculture Ministry and Royal Government blindly allowed the Vietnamese companies to log and clear tens of thousands of hectares of Cambodian forests to get lands for planting Para rubber in the name of investment. This is because if one compares the investment capital to the values of the Cambodian forests one will see that Cambodia is losing terribly while the Vietnamese companies are profiting beyond imagination from their ventures in Cambodia. This does not mean that Cambodians are opposed to the development policy of the RGC. However, it is only normal that the Agriculture Ministry and Royal Government should reconsider any unprofitable development policy.
The people in Kratie and Mondolkiri provinces said that under the term "concession forests" the forests in these two provinces did not disappear because the concession companies harvested only big trees for timber and did not touch the young saplings; but under the term "concession lands" all the forests are completely destroyed because the concession companies need to clear them for lands on which to plant their investment crops. That is why it can be said that in cutting trees and clearing the forests for lands, the Vietnamese companies are willfully destroying Cambodia's forests. This means that under the term "concession lands" the Vietnamese companies have the right to destroy Cambodia's natural resources as much as they like, while the Cambodian leaders are worrying only about their power and their personal interests.
Most NGO officials criticize the concessions of tens of thousands of hectares of forested lands offered by the Agriculture Ministry and Royal Government to the Vietnamese companies for them to invest in Para rubber and other industrial crops. They say that this is not for the development of the country and not for the genuine prosperity of the nation. On the contrary, this is an exercise in cheaply selling off lands to the Vietnamese companies so that these Vietnamese companies come in to destroy Cambodia's invaluable natural resources with total arrogance. Moreover, the Cambodian Government seems to have some secrets in permitting the Vietnamese companies to come in and destroy the country's forests.
Various circles said that each year the Cambodian Government receives hundreds of millions of dollars in international aid for national building. Therefore, the Cambodian Government is not so poor that it needs to shamelessly sell lands to the Vietnamese companies at a very cheap price like this. Is the permission to allow the Vietnamese companies to log, clear, and destroy Cambodia's invaluable forests in Santuk district of Kompong Thom province to get lands for planting acacia part of national development efforts? This is a question for which the head of the Government must give the people a clear explanation.
In the past, when the people cut a few trees and clear a small piece of forested land so they could farm and make a living, Mok Mareth's Ministry of Environment would jump in to suppress them savagely, calling them destructors of the country's natural environment. However, when the Agriculture Ministry and Royal Government gave free hand to the Vietnamese companies to log and clear tens of thousands of hectares of forests, the Ministry of Environment has remained conspicuously silent. The Ministry of Environment probably holds that the activities of the Vietnamese companies are acts that help to preserve Cambodia's natural environment. This ministry must be thinking this way or it would not have turned a blind eye to all this forest devastation campaign.
The Cambodian people throughout the country understand that granting concession lands to the Vietnamese companies for investment does not benefit Cambodia in the least. On the contrary, this policy has brought Cambodia's invaluable forests to the brink of total destruction. Therefore, it is about time for the members of the Cambodian National Assembly to pay a little attention to this matter. Please take a look into it. Do not allow the Agriculture Ministry and Royal Government a free reign to do whatever they want, or Cambodia's forests will be a thing of the past at the hands of the Vietnamese companies.
