Commune Election Committee's double standard

Case No. 1: Because of unforeseen circumstances, the opposition Sam Rainsy Party (SRP) was one hour late on January 3 (6:00 p.m. instead of 5:00 p.m.) to field candidates for Po Moreal commune, Boset district, Kompong Speu province. In the morning of the following day, the Commune Election Committee (CEC) for Po Moreal refused to consider the candidate list submitted by SRP representatives.

Case No. 2: The ruling Cambodian People's Party did not field candidates in time in Phnom Kok commune, Voeunsay district, Rattanakiri province. Documents and figures from the National Election Committee (NEC), some of which were reproduced in CCP-affiliated Rasmei Kampuchea newspaper, show that the CPP had fielded candidates for only 1,620 communes (out of 1,621) up to late January 4, missing the January 3, 5:00 p.m., deadline for Phnom Kok commune. Many villagers, including SRP candidates and supporters, waited in front of the Commune Election Committee (CEC) office for Phnom Kok commune until late in the night and will testify that the CPP effectively missed the deadline, while SRP and Funcinpec had fielded their candidates in time. However, the NEC surprisingly declared on January 5 that the CPP had fielded candidates for all Cambodia's 1,621 communes, including Phnom Kok.

The SRP is protesting the double standard used by the CECs in the two above-mentioned communes, the SRP today lodged a complaint at the Provincial Election Committee (PEC) office for Rattanakiri province, in Banlung. If need be, the SRP will also appeal with the National Election Committee in Phnom Penh.
