Vietnam's military told to get out of business

Hanoi - The Vietnamese military has been told it must get out of the business of running private companies, a senior communist party official said Tuesday.

The communist party has ordered the army and the Ministry of Public Security to transfer corporations under their control to the state, said Dao Duy Quat, the vice chairman of the Commission on Ideological and Cultural Affairs.

'This move will help the party and the military to better concentrate on their work, and also help the enterprises to operate more effectively in the market economy,' said Quat.

Military-run businesses are found throughout Asia, and are a way for many countries to pay for a standing army.

Vietnam's military first went into business at the end of the war with the US in 1975, when the country was on the brink of economic collapse.

Today, Vietnam's People's Army is involved in numerous highly profitable enterprises, ranging from industrial to agriculture production.

One of the military's most successful companies is Viettel, the third-largest telephone network and Internet service provider in the country. Last year, Viettel was given permission to expand its operations into Cambodia.

Le Kha Phieu, the former secretary general of the Communist Party Central Committee, applauded the move.

'This will help create a better business climate,' Phieu said in a recent interview with the online news service, VietnamNet Bridge. 'Only by doing so can we create the most favourable conditions for healthy competition. Enterprises cannot fairly compete with each other if they are in different positions.'

The decision, handed down during the Central Party Committee's fourth plenary ending January 24, does not automatically mean the companies will suddenly be privatized.

'These enterprises will still either be state-owned companies or will be privatized, with many of them having the government being the controlling shareholder,' said Quat.

The transfer of companies is expected to begin this year.

Under Paris peace agreement, all vietnamese troops and their military experts must move out from Cambodia. Why until now Sok Kong who was the most senior military expert of vietnam is still allowed to exploite in Cambodia in all level of gaining Cambodian resourses and revenue?
He exploited Cambodia tourist industry by set up Absara authority, taking all Cambodia state entreprise properties ( hotel and lands), Cambodia harbour, Cambodia petrol exploration etc.. and etc... > Where is the dummy King doing ? Is it not still an invasion by vietnam?

Millitary personnels with guns,
grenades,..., and amunitions.

As for Sok Kong, he's a khmer
citizen and a very big investor
and enterpreneur, that is all.

And to answer the topic question,
we will follow anything that will
get our people out of poverty.

I am 6:21AM. I have many meals with Sok Kong recently. His wife is a truely vietnam from Vietnam. He is also a vietnamese born in Prey Veng but was assigned by Vietcong to control Cambodia military and economy to make sure than Cambodia cannot be return to her glorious again. Please go and Sok Kong Himself, what he is doing in Cambodia?

Sok Kong's business practices are that he has the monopoly to most lucrative government contracts: military, police and civil service (medicine, petrol supply, tourism sites, etc.). He charges two to three times the market prices, and the government is naturally unable to pay its debts to him. As a down payment, the government offered him more business concessions, such as control of Siem Reap temples, and premium state properties (oil terminal, state lands, etc). He can practically phone Hun Sen, say what he wants and he gets it.

In most democratic countries, such a monopoly would raise questions that demand responsible answers (not just "have no report", "don't know yet", "will investigate without any deadline", "too busy to respond", "unavailable for comments", "phone switched off", or "deny, deny"). In Cambodia, both executive and legislative branches keep quiet because many top leaders are on his payroll. Of course, he creates job opportunities for ordinary Cambodians, so are many other Chinese Cambodian businessmen, but where have all the excessive profits gone?

There is little doubt that Sok Kong (probably not his real name) is still associated with the VN military, perhaps one of the business arms of the VN military in Cambodia. Isn't that why the Viets can do whatever they want in Cambodia? On the surface, it may be all sweety and juicy for some gullible people, but underneath the surface there may be a trojan horse or a virus waiting for the right time to strike.

Outsiders know all about it about Sok Kong, Sokimex,.. belong to Yuan Army. The Yuan created KR and led to destroy everything, so the Yuan created their own records their own Khmers like they created Sok Kong, Hoc Lundy, as for an example. Hun Sen joins the Yuan and helps them to destroy Cambodia even more. Many CPP's supporters are too naive and easily tricked by these concealing Yuan army but and many CPP's supporter are concealing Yuan army. Those fake Khmers using many strategies to divide Khmers and to put Khmers against Khmers, calling Khmers "Ethiopian" forgetting that their actions and racism will disparage their Yuan community.

No Body believe them anymore, no body. Not what I knew about.

The US and other countries knew all about it, but if Hun Sen and his camrades want for Cambodia, then fine with them.

Hun Sen is a leading Cambodia to an end of Khmer Nation.

Stop acting too desparate. All the billion USD helped from foreigners could help Khmers to start to rebuild the country, but those money didn't go to rebuild the country but go to the thugs like you, but then come back and pretended to cry wolf "we want jobs".

What billion USD?

We got 600 millions USD from
international aids and some loose
changes here and there and about
400 millions USD of tax revenue,
an that pretty much it.

What do you want from that?

that we got, I say about 200

I can help to build a nuclear power plant so Khmers don't need the thieves Yuan's electricity, but it requires a lot of work and take care. Besides your guys are too lazy to do anything but talking and shooting each other like in animal kingdom. Cambodia is known as a state of gangsters and the land of corruption wherever you go people will tell you exactly just that.

Most of your counter-arguments contains the phrase "I don't care as long as ..." or something similar. Doesn't that tell other readers anything? As long as you can get scraps and left-over from those business barons with a questionable background, you are completely satisfied. The baron you are protecting has taken so much from Cambodia and given back only a small portion of it. A true Khmer compatriot would have thought twice before raping Cambodia of its national resources. Of course, you don't care about that!

Cambodia receives multi-lateral aid around US$600M a year. It also receives bi-lateral aid from other countries, such as Japan, China and France. Tax revenue could have been better. For quite a number of years now, it is accumulated in billions of dollars. So, it's not further from the truth.

However, the research undertaken by international organisations seemed to suggest that the gap between the rich and the poor is getting wider. More and more people are losing their lands and properties, thus their livelihood, and some of them ended up working as labourers at one of Sok Kong's enterprises. It's not an ideal world, but it could have been much better, realistically.
