Aid to Cambodia with conditions: US

Conditions will be attached to future direct US government aid to support Cambodian government projects despite the lifting of a decade-old ban.
"We are not giving money without any conditions attached," said Erin Soto, country director of the United States Agency for International Development, or USAID.
The comment came a day after US Ambassador to Cambodia Joseph Mussomeli said President George W Bush had signed a congressional appropriations resolution for the 2007 fiscal year that "contains no restrictions on direct US government funding of Cambodian government activities."
The United States cut off direct funding to Cambodian government projects in 1997 after Hun Sen ousted Prince Norodom Ranariddh, then his co-premier, in a coup. Hun Sen has since remained the prime minister.
One of the conditions for restoring direct aid is that the Cambodian government have transparent financial accounting and procurement integrity systems for receiving American aid, Soto said.
Cambodia is one of the world's poorest countries and also one of the most corrupt.
It ranked 151 among the 163 countries in the 2006 corruption perceptions index of Transparency International, a non-governmental agency.

who cares about China? The money goes directly to the pockets of the rich, the U.S. has good policies...we'll see what happens.
China has a lot to hide and has nothing good to say or enforce.
Right now, China just want to be alone in their own policy. So that they can continue to OPPRESS THEIR OWN PEOPEL SOME MORE!
Anybody that IS desperateD enough to want their money, they don't care. It would be just like " take it!" and give me some love. I need some, because at home there is so much hatred and so much tention. They could hardly stand it and so does their people.
" Only poor govenment like us would fall for it". Sure!
American on the other side,has so much to share and so much Tto want to relieve pressure of the helpless ordinary citizen.
Without string attach, American would be just like the rest of the helpless and blind other governments. What for? giving away for what?

Remember are each everyone of us can live ~ 100 years old the most.
Our Planet Earth has ~6 billion people and we're sharing the same small planet earth, but at the same time we try by all means of wiping or killing each other out. This had happened since the lives were formed.
If we only live the most 100 years old, what kind of survival though to be living under the dictatorship/communist systems such as in China, North Korea, Cuba, Vietnam and Communist Hun Sen?
I hope to read some intelligence debate from people around the world instead of reading too many junks from those who have a very low IQ.
