Prime Minister Hun Sen talked about a new search for reform as he is pushing for a division and swapping of power.
Hun Sen’s talk about reform was made on Thursday during a directive meeting at the Ministry of Interior which was participated by Sar Kheng, the vice Prime Minister and Minister of Interior.
In his speech, Hun Sen is not only talking about a clear division of power between provincial and city leaders in the decision-making on investment deals, but he is also looking to see a swapping of power role between the province and the ministry, and vice versa.
Hun Sen said on Thursday: “Therefore, this point demands that the institutions urgently transfer power to the provinces and cities regarding the [decision-making] to allow investments. I believe that at one point, we should try it: H.E. Sar Kheng will make the provincial governors take the position of ministers, and the ministers will become provincial governors. I have experienced this issue in the past, I used to say that when they were [working] in the province, they asked for more power to the province, but when they come to work at the ministry, they ask that the power be transferred to the ministry. Therefore, we should swap their role altogether.”
No comment is provided about the latest issue raised by the prime minister following the meeting. Hun Sen’s talk about reform was done when a number of Cambodian newspapers indicated that there could be additional change of positions among senior military leaders as well.
Local newspaper sources, including the Koh Santepheap newspaper, has written about the promotion of General Kon Kim – who is close to Hun Sen – to a four-star general rank.
News sources which commented on the evolution of the political situation in Cambodia, are wondering whether the promotion of Kon Kim could lead to his replacement to four-star General Ke Kim Yan or not.

Actually, it is long time ago that Hun Sen has tried to replace Ke Kim Yan, a Chea Sim's loyalist.
No doubt about his endeavor.
Hun Sen has no self-confidence in maintaining the power through good governmence, decentralization, transparency, free election and democracy.
So that why he tries again and again to legitimize his power through military.
Through this effort, it is clearly that Hun Sen is military leader or a dictatorship figure in this 21st century.
