Tep Vong was appointed by the CPP. The Royalists actually proposed a venerable monk from France, but the CPP would not agree. They had to appoint their man to ensure the monks loyalty with the CPP. Tep Vong was not even qualified for that position in terms of experience and knowledge of Buddhism, just ask any truly-respected monks. He also has made many political and controversial statements in favour of the CPP so far. If you can actually read or understand Khmer (which I doubt it) then you will know all of this. But, what can we expect from a CPP and Yuon lapdog like you.
