1- The CPP and its 3 Great Leaders (Samdech Hun Sen, Samdech Chea Sim and Samdech Heng Samrin) had done and are doing the maximum (since 1993) so that I, my wife, and our son, H.M. King Norodom Sihamoni, have, everywhere and in all circumstances, at all time, the best, the most affectionate and the most confident and joyful relationships with the Khmer People.
Nevertheless, I never render any service to the CPP and to its leadership. Between 1982 and 1986, I even fought against them, at the leadership of the CGDK (Coalition Government of the Democratic Kampuchea).
2- Regarding the Khmer Rouge, I gave out several (high school and university) study scholarships to their youth (students and university students, at the Yersin high school in Dalat, Vietnam, during the French Protectorate era, and at universities in France).
At their return to Cambodia, as “graduates from renowned universities,” my S.R.N. gave them high ranking positions (Department directors, universities administrators, state-secretary, Minister of the Khmer Royal Government).
To “reward” me, some of these Messrs left me to join the “maquis” for the anti-Sihanouk and anti-SRN fight.
Under the reign of Dictator Pol Por (in 1976-1977), the “absolute monarch” deigned claiming on the Democratic Kampuchea Radio station, that it was Him and the (Khmer Rouge) collaborators who organized what the French and other media called the “spontaneous revolt” of farmers in the Samlaut region (located in the Battambang province where farmers were rich, prosperous), [an] “anti-Sihanouk revolt.”
3- [Then] came the Putsch by Lon Nol, Sirik Matak, Sim Var, dated March 18, 1970. The Khmer Rouge decided to support me “all the way” against the Putschists and to become full member of the FUNC-GRUNC-FAPLNC.
My great Friends from Democratic Republic of Vietnam, H.E. Prime Minister PhamVan Dong and H.E. Generalissimo Vo Nguyen Giap told me to organize my trip by Jeep to Cambodia “at any time,” with a large military escort through the Ho Chi Minh trail. I asked the Khmer Rouge leadership and others for the “green light” to settle myself in our country permanently with them (Khmer Rouge) and in the middle of our Small People (ordinary citizens). It would have a serious impact at all levels (politics, psychology, military, strategy). And within the Lon Nol-Sirik Matak clique itself, several would be “shaken up.”
Mr. Ieng Sary and the Khmer Rouge from Beijing and Cambodia were firmly opposed to my return.
In fact, the Khmer Rouge wanted on one hand, to take advantage from the Small Khmer People, my great popularity in order to recruit to the maximum volunteers for their army and their party, and on the other hand, to assure my absence from Cambodia, far from the People, because my presence would constitute a major and even insurmountable obstacle to turn this noble People into communist and Khmer Rouge. French and occidental historians and great journalists themselves wrote that up to the day before the March 18, 1970 Putsch, Pol Pot and his people could only have with them, in their Khmer maquis, only about 300 (three hundred) –sic! – Cambodian men and women.

4- Through repeated insistence and negotiations with the P.R. of China, in addition to those with the Khmer Rouge themselves, the Chinese Leadership obtained from the Khmer Rouge in my favor, the authorization from the latter to allow me to visit the liberated zones of Cambodia for one month, in 1973.
Skillfully, the Democratic Republic of Viet Nam (H.E. Pham Van Dong and Vo Nguyen Giap) organized for me and my wife this historical trip in Jeep, through the legendary Ho Chi Minh trail, north Vietnam, Neo Lao Haksat’s Laos, Cambodia, on both legs of the trip. A real tour de force which included (regarding my “travel” meals) French cuisine by a talented chef for this Homeric trip, on both legs of the trip.

Fellow Cambodians should be reminded that "history is written by the victors". This remark applies to the Cambodian history which has been and is being written by victors - surviving ones. Losers - the dead ones - cannot talk.
August King Sihanouk and Queen Monineath have been confined - in fact emprisoned - in the royal palace and their residence in Seamnreap most of their time since their return to Phnom Penh in late 1991. They have not been allowed to travel to meet the Cambodian people outside those places.
I wish my observation was dead wrong.

I think Sihanouk should go back to Cambodia and wash clothes for Hun Sen one week, after that wash for Chea Sim one week and then wash for Heng sarin One week and re-do gain and again. So before he die, he will regret for not doing enough for CPP animals.

Most people fail to realize that leading a small and weak country that surounded by bigger and unfriendly countries like Cambodia is not an easy task. The leader could only react to the situation that is forced upon us. Therefor, expecting strict guideline or policy is dreaming if not naive. The only time you could have a strict guideline is when you enslave yourself serving the foreigner's interest. For example ah Kvak Hun Xen.
