The local authority and the villagers from the Peam Chi Leang commune, Tbaung Khmum district, Kompong Cham province, reported that the abbot of the Peam Mongkol pagoda is participating in the election campaign to support the CPP. The abbot is leading the campaign in several villages and in the pagoda, every day.
Phsar Peam villagers said that abbot Van Dary of the Peam Mongkol pagoda, is traveling on a motorcycle to campaign for the people to vote for the CPP. “This abbot campaigns for the CPP. He travels by motorcycle equipped with a loudspeaker to campaign in the villages and in various locations … he told everybody to become a CPP member and to help the CPP.”
One woman from the Prek Sdao village said the abbot used a loudspeaker to broadcast very loudly to people in the commune to vote for the CPP. The woman added that the campaigning led by the monk is not in accordance with the Buddhist rule which preaches neutrality. “The monk is a referee, he cannot campaign for one party or another.”
Peam Khnong villagers reported that the abbot campaigned in the Bot Sla Snab village, and he called the villagers to come and listen to him exhorting them to vote for the CPP. “He set up dancing music inside the pagoda, when people went in to dance, the monk then started his campaign just like what they do in an actual advertising commercial. He told people to help the CPP so that this party may win.”
Monk Van Dary, the Peam Mongkol abbot, said that he loves and truly believes the CPP, and he wants all the villagers in this commune to vote for the CPP to make it easy for him to beg for money for various constructions.
Monk Van Dary added: “If the CPP invites me to participate in the campaign, the entire pagoda must go without any exception. In my mind, I want to ask all the villagers that, every 5 years, we all vote for the CPP in order to bring in developments, and it makes it easier for me to go beg for money. Therefore, let’s vote for the CPP so that it may take 7 out of 7 at once.”
The committees of various pagodas, Buddhist followers, as well as Suon Sokhan, the Peam Chi Leang no. 1 commune councilor, are criticizing Monk Van Dary – a representative of Buddha, to whom Buddhists from all political parties are feeding and uniting to build the pagoda for, so that Buddhism can be worshipped – for using the pagoda to conduct business for a particular political party. “If the monk has the right to campaign, then he is at the same level as the layman, then he can be cussed anyway others want. Monks have no right to campaign, they have the right to vote to choose a representative from any political party freely.”
Mean Meng Ho, the president of the Kompong Cham provincial election committee, said that according to the National Election Committee directives, monks have no right to become a candidate for the election, and neither do they have the right to participate in the election campaign.
