Less than one month from the commune election, the National Election Committee (NEC) is facing difficulties paying thousands of its employees. According to an anonymous NEC employee, officials and directors of several NEC departments did not receive their pay for the past 2 months. Tep Nytha, NEC secretary-general, himself confirmed this information. He also said that currently, 8,120 NEC employees at the commune levels, and close to 600 employees at the provincial and municipal levels, have not yet received their pay.
“The Ministry of Economy is working to resolve this problem,” Tep Nytha added. “In the meantime, we try to explain the situation to our employees.” According to the NEC secretary-general, the budget planned for the April 1st ballot was fixed to over $13 million, and that only a small portion of this amount was transferred to the NEC. The government promised to pay half this amount, i.e. $6.5 million, Tep Nytha said. Japan contributed close to $3 million, China $1 million in material, and Australia pledged that it will contribute $500,000. According to the numbers given by Tep Nytha, an amount of close to $2 million is still to be found to allow NEC officials to continue their activities on the eve of the commune election. “We asked this amount from the government,” Tep Nytha confirmed.
