Phnom Penh municipality on Monday issued a letter banning the Norodom Ranariddh Party (NRP) from holding a demonstration slated for today, claiming the event would cause public disorder and insecurity as the country is organizing the commune council elections in April, report newspapers.
The letter suggested that the NRP protest only in its headquarters, not in the Olympic Stadium as it planned, reports Moneaksekar Khmer.
The NRP had planned to hold a mass demonstration of around 10,000 at the Olympic Stadium to protest the ruling by Phnom Penh Municipal Court against the party’s leader,Prince Ranariddh, in a lawsuit filed by Funcinpec accusing the prince of pocketing funds during the “secret” sale of the party’s Phnom Penh headquarters, according to Moneaksekar Khmer. At the time of the sale, Prince Ranariddh was Funcinpec president, but was ousted in an extraordinary congress organized in October last year.
Ok Socheat, information advisor to Prince Ranariddh, said that the NRP would not agree with the municipality’ s order for the party to protest inside its party’s headquarters.
“We cannot conduct [the protest] at the party’s headquarters because it can contain only 200 to 300 people. Therefore it can affect our politics,” Rasmei Kampuchea quotes Ok Socheat as saying.
“Therefore, we will make a request to the municipal hall once again to protest at the same place [the Olympic Stadium] on March 14,” he said, according to the newspaper.
“We have postponed it to March 14 because we want the municipal hall to have sufficient time to arrange security and safety.”
NRP spokesperson Muth Channtha said that despite a future ban, the party would go ahead with a protest, notes Samleng Yuvechun Khmer.
“The rights to demonstrate is guaranteed in the Constitution, so even without permission, we can do so,” Ok Socheat claimed, reports Rasmei Kampuchea. He added that Prince Ranariddh, currently abroad, will return to lead the planned March 14 protest.
In mid-February the court issued an arrest warrant for the prince as he had failed to appear in the court twice to answer enquiries regarding the “secret” sale of Funcinpec’s headquarters on charge of “breach of trust.”
The court will conduct hearings again next week, reports Koh Santepheap. If found guilty, Prince Ranariddh could face one year to five years in jail, notes Moneaksekar Khmer.
