Low voter turnout, violence and Election-Day irregularities made for disappointing commune elections earlier this month and disappointing results Monday, monitoring and rights groups said.
Only 66 percent of registered voters went to the polls, and many people had difficulty finding their names on voter-registration lists, several groups charged.
Chief investigator for the Committee for Free and Fair Elections, Mar Sophal, said the majority of villagers had difficulty finding their names in voting April 1, leading to perhaps 18 percent of registered voters failing to cast a ballot.
The National Election Committee said Monday the Cambodian People's Party won chief seats in 1,591 communes, followed by the Sam Rainsy Party's 28 and Funcinpec's two.
No one from the Norodom Ranariddh Party nor any of the eight smaller parties won chief positions.

Since he had left Cambodia for a long time, and he wanted to rejuvenate his memory to see if Cambodia is better than before or worse. So he took a challenge trip to Cambodia with an ambition to visit the Rothanakity to gain the first hand experience and put the economic zone---Lao, Cambodia, and Vietnam to see it holds the water? Also, he wanted to know who would benefit from that economic zone master minded by Nguyen Tan Dung—Prime Minister of Vietnam and its marionettes in Cambodia and Lao.
As soon as he set foot in the Rothanakity, he was involuntary arrested in Cambodia—his country of birth, and then he was escorted and directed to the Vietnam-side by armed militants, and he was jailed by them over night in Vietnam last week.
Luckily, the US’s Embassy in Cambodia sent an envoy to Vietnam and took him back to Cambodia, and sent his pitiful man back to the states a few days ago. As I spoke with him, he also told me that there was hundred of Cambodians were imprison by the Vietnamese soldiers and waiting for help from all sides.
It’s sad that, he was the first Cambodia-American whom became the first Prisoner of Peace (POP) not Prisoner of War in his country of birth by the foreign combatants whom violated the Cambodians National Integrities, and took Mr. Santhor as the hostage?
Will Vietnam become the first country who will do terrorism acts in Southeast Asia?
Will the Cambodians, American-Cambodians and others become foreigners in their own country?
Will the Cambodians, American-Cambodians and others are subject to arrest, and imprison by the Vietnamese even though they were in Cambodia?
Or Rothanakiry Province was the Vietnam territory already, and it was true, please tell us when and whom give it to Vietnam? The people of Cambodia gave it or Hun Sen or the King, or who?
Please take care of yourself, your fellow Cambodians, and your country?
My Khmer Compatriots, ask not what Cambodia and her People can do for you, ask what you can do for Cambodia and her People!
The Khmer Politicians have only interpreted the Cambodia and her beloved people in various ways.
The point, however, is to change it...

Who dare to attack Khmer Buddhist monk, either they are from mainland Kampuchea or from Kampuchea Krom? Not real khmer people even among the police forces. You must know that Vietnamese agents have infiltrated our police and armed forces since the time of vietnamese occupation. You can see in Phnom Penh that most of the police officers wearing normal or anti riot uniform and gun speak vietnamese when they got their daily pho breakfast in restaurant...you must know that vietnamese agents have infiltrated the pagodas and monks in Cambodia as imaged by the 6 monks who came to provok the pacific demonstartion.
Cambodia has around 14 000 000. Among this number how many millions of vietnamese? Some estimate minimum of 5 000 000. I would rather say 8 000 000. This is the only way to new colonization and it will work at long term if we don't move our ass.
To those who doubt: this is not paranioa, this is the real truth. All the patriots warriors and leader were assinated during the battle of Pailin and finished at the July 97 coup. All the only capable real khmers leaders from the Son San army assassinated. Now who stay to protect the khmer people from vietnamisation? Before we had the khmer rouge and Son San's Army to prevent that. Now no more...What is the hope? Do we have any choice? Slow vietnamisation would be better than khmer fighting each other , so that peace will finally arrive to Cambodia once absorbed by another country? What Khmer overseas can do for that execpt cry on their own misery or just bla bla without action? We can not count on the Monarchy, vietnamised since the fall of Angkor Wat. We can not count on our actual government who is selling the remaining land of Kampuchea to foreign country and who are themselves khmer rouge vietnamized. Who will be our nation savior? our new Jayavarman to save the khmer nation? What is the better choice? A new fight to preserve the independance of our country or the slow vietnamisation which means a stability at middle term?
