Phnom Penh: New commune council installed

The Phnom Penh governor presided yesterday over the transfer of power between a former SRP sangkat chief and his CPP successor. The municipality offers to the latter a new sangkat office and its just launches a new road construction in the sangkat. A happy coincidence, indeed…

The new commune council of the sangkat Phsar Doeum Thkov, in khan Chamkar Mon, was officially installed in its new position during a power transfer organized under the watchful eyes of Kep Chuktema, the Phnom Penh governor. In front of a crowd of 700 constituents, the 11 newly-elected officials – 6 from the CPP and 5 from the SRP – were officially presented. The commune chief changed hand of 01 April from the SRP to the CPP. Following the handing over of the official stamp by the former SRP commune chief, now elected to be deputy commune chief, Kep Chuktema congratulated the outgoing council for the work performed during the first mandate. “Five years ago, nobody, especially the foreigners, believed that a commune council coming from different political parties [the former council consisted of 5 SRP, 5 CPP and 1 Funcinpec] could accomplish its mission in harmony, this is thanks to the former commune chief, Ear Sean (SRP). This is what the constituents want!”

Kep Chuktema went on to recall the decentralization principles which turn the constituents into the decision makers of the local policies. “Phnom Penh dwellers are not ignorant. They support those who work correctly and condemn the bad ones.” He then advised the new sangkat chief and his team of to avoid staying still, and to realize the promises they made to the voters. On this note, he then announced the construction of a new office for the commune council. Sangkat Phsar Doeum Thkov extends on an area of 80-hectare, and it counts 7 villages and 2,592 families. “The office of the sangkat authorities which represent the local administration must be in good shape, it must be a lucky charm. That being said, this office will not be equipped with air conditioner in order to prevent the councilors from not getting out of their offices, and also to save money.”

Another gift for the new team: the construction of a new 3-kilometer of road stretch crossing the sangkat. Where there once was a dirt road up until now, a new construction field costing $130,000 was inaugurated on the same day as that of the transfer of power. Wanting to start on a good footing, Thong Chhorn, the new CPP sangkat chief, assured that he will strengthen security, the legal system and democracy, he will offer an administration which will serve the constituents, he promised to improve the infrastructure network, and he will fight against corruption and human trafficking, the whole thing will be performed in the respect of the law and human rights. His constituents are taking notes and they will judge his actions.

This is the act of decentralization from Kep Chutima...a very old former communist cadre who is using propaganda of illegal demonstration....

It is illegal because he has never given any approving for people to express their freedom of expression...

His excuse of illegality of demonstrators is the same as Angkar that was used by the KR.
