According to Albert Einstein, "The definition of insanity is doing the same thing over and over again and expecting different results." Political insanity is when political parties do not change their strategy after losing election after election. If your party keeps winning election, you do not need to change. If, however, your party keep losing and plan to do the same thing again in the next election, you are committing political insanity.
Can CPP be defeated? Yes. This is not a dream. This can be done. As tough as Prime Minister Hun Sen and his apparatus, CPP can be defeated. If you look at the 2003 election, out of 5,168,837 total votes, CPP received 2,447,259 votes that represent 47.35%.
The fact that this can be done, I do not suggest that it is easy. The Non-CPP will be fighting up hill battle. It is an up hill battle to create conditions under which victory is possible for the Non-CPP.
The first condition is that Khmer royal family must stay out of politics. I proposed that Prince Norodom Ranariddh should retire in December of 2006 and was very pleased that HM Norodom Sihanouk proposed in February that the royal princes or princesses should stay out of politics.
Here is the reason. First, Cambodia already has a constitutional monarch. I think it is superfluous and nonsensical to have political parties advocating and supporting the King. Secondly, the role for a monarch to serve as an independent arbitrator is diminished when the royal family is in politics. Third and the most important, when a royal member is involved in scandal, he/she mars the effectiveness of reigning monarch. It is good for Cambodia to have a constitutional monarch and all of the royal families stay out of politics.
With the royal family staying out of politics, the segment of Khmer Republican voters who rather voted for CPP in the past will vote for a Non-CPP political party.
The second condition is the Non-CPP has to unite. As capable and courageous as His Excellency Sam Raingsy, for reason I cannot put my finger on quite yet, I do not think his party can do it alone; the SRP has to work with other Non-CPP parties.
The third condition is our national consciousness has to change. Every Cambodian has to understand the big picture. It is not about hating the CPP; it is about nationalism and respect.
For Cambodia to grow, government must be changed and run by different teams regularly. A new group mostly will bring new ideas and new approaches to solve national problems. Allowing other teams to run the county signals an important theme to our posterity. Cambodia belongs to all and therefore shared responsibilities among all will enhance peace and prosperities.
It is about respect because when one admits that one does not have all the answers, it is an acknowledgment that there are smart and qualified Cambodians out there who can do an equal or even better job. This idea can only be demonstrated by not holding on to power too long. Respect is when one knows it is time to let go.
Once Cambodian people understand the big picture, they do not have to vote along party line. They know when a change is needed at a national level and conscience will dictate them to do so. Only and only then can we realize a new beginning.

This article is a masterpiece in the sense that it should be carved on Sam Rainsy's head. The 2nd option is that this article should be printed in pamphlets and distributed to all SRP members so that they can learn it by heart. Why? Because the SRP is a one-man party, pretty much like the CPP. When this party wins the elections and rules over Cambodia, the best thing Khmer people can hope for is the status quo.

party (Sam Rainsy) suggests a rude
and sole dictator is to rule
Cambodia by himself. Where on
earth do you find such party is
currently ruling any country on
this planet. At least, the name

Changing candidate is not necessary in order to defeat the ruling party in an election...Consolidating the various factions, which opposed the ruling party is a necessary step.
Secondly, the oppositions (if they are to have any chance of victory) seriously must review the history of the CPP, its organizational structures and the personals. There should be weak links, which could be exploited...
We know that considerable change took place back in the late 1980s with the CPP Predecessor. Much of the khmer communist trained in Vietnam were removed or retired and replaced by former Khmer Rouges within that government.
After the 1991 Paris Peace Accord..alot of these KR guys retained some sort of power, but seem to be in the shadow...the CPP power structure seemed to be diluted after the 2003 election as well, with Mr. Hun Sen sensing the weakness of Mr. Chea Sim and was making a play for control of the northwest...Mr. Chea Sim's territory.
For the SRP or any opposition party...to win and has any real chance of holding on to power, it must have a complete pictures of key players from the Province to the capitol and the dissenters within the CPP...
Also, the opposition parties should seriously create its own intelligent network to deal with the CPP intelligent network. We know that the Vietnamese, when first occupied Cambodia, had created a formible spy network within the various ministry of the CPP Predcessor.
There is no doubt that the CPP has inherited these spy networks, which are being used very effectively against oppositons.
If the state is using the nation asset of spies against peaceful political parties to retain power, it is necessary that those parties who were being spied upon should have the same right to create it own spy networks...
Once an opposition party has a complete pictures of key players with the CPP, it should do all it can to win the election. During the election process, if the CPP decided to intimidate an opposition political party candidate, killed that candidate, then...the opposition party should return the favor...if the CPP kill one opposition canditate, the opposition should kill two key figures with the CPP network in the matter that the CPP conduct the killing. For example, if the CPP cut the throat of the opposition candidate, then the opposition party should cut the throat of a cpp key figures....
I wrote a comment on this earlier. Royal should stay out. Fragmented parties should come together. Votes are scatter out with 12, I mean 13 now with the new start of Kem Sokha`s Party. Don`t know why he would want to start another one. Rather than try to advocate to unite. Then it comes down to if these parties can stay together after they defeated the CPP. Remember that these Individual want their own party for self-empowerment. If they see the Interest for the country, they would have united with another party already. Then if they fall apart after winning over the CPP, would be even more devasting than just having the CPP in power. This can fall into another civil WAR. Cambodia cannot, I must say it again, CANNOT fall into another civil war. Just my 2 cent!

don't think it is good enough.
They must adopt good bussiness
practice into their party as well.
That means they must do what ever
they have to do to get something
done for Cambodia and capitalize
on it, the more, the better. As
I have said. Sihanouk will not
have any problem grabing power
from the CPP if they allowed him
to run. The man will most likely
to win the election without the
need for any hard campaign. Just
3 words, "Vote for me!" will go
a long way for Sihanouk.
