Cambodia: 30% of car drivers have no license

Ung Chun Huor, the deputy-director of the department of transportation of the Ministry of Public Works and Transport, said that globally, based on current observations, 30% of car drivers do not have a driving license. Ung Chun Huor made this declaration at a department conference held at the end of April. He said that this percentage applied not only to passenger car drivers, but also to commercial drivers. Ung Chun Huor said that during driving tests at his department, the percentage of those who pass the test is very small. Relatives of the drivers’ relatives and high-ranking officials then intervene with his department so that their children or relatives can pass the test. Regarding traffic safety, Ung Chun Huor said that a number of driving schools are only competing to make a profit, and they publish all kind of advertisements to attract a large number of driving students only.

That's not true. Actually, the number is more like 99.9%. Those who have a license either bought them or cheated to get them. For $50, you can get a driver's license over there even if you don't know how to turn on the key/engine. If they come to America to drive, they'll die within minutes simply because the lack of traffic knowledge. And for us who obey the traffic regulations here in the West, we'll die too within seconds to drive in Cambodia that's because traffic laws almost don't exist there and even if there is, people just don't give a shit. You can see people running the red lights, driving in opposite direction, driving on the sidewalk, two or more cars driving side by side in one lane, etc.... and for cars with RACF license plate, they can park in the middle of a busy highway for hours. Traffic police usually run away when they see those cars let alone giving the tickets. The traffic dogs really like cyclo drivers because that's where the money is.

The fucken system is so fucken disorganized to say the least! There is no clear division between sidewalks, lanes, bike lanes...The pedestrians,bikers,motocycles,moped,scooters,vehicles,cyclos,truck...
all share the same fucken lane!!!There are fucken traffic jammed all the time because everybody don't obey the fucken laws or don't take the fucken turn to go and that explain why there are so many fucken traffic accidents!!!

The fucken solution is so simple!!!If these Vietcong slave motherfuckers can't solve a simple traffic problem then they don't deserve to be Cambodian leader any longer!!!!All these Vietcong slave officials should know by now that good and safe open roads play a major role in Cambodian economic recovery!

Dear Exellency Ung Chun Huor, I been through the driving test several time. Your staff were only asking whether I would pay them, if not go back home and come again next time.

Please give me advice, exellency, what should I do in this situation !!!

Your self or your staff should walk away and leave the job to the one who are able !!!!!

To 5:46PM, " you should file a complaint with the justice department." Unless you have big money to bribe them, you go there only asking for trouble. Justice department doesn't exist in Cambodia but injustice departments are everywhere over there. Have you ever been to a passport office in Cambodia? I can tell you, it's like hell on earth. The poor are squeezing, pushing, screaming like animals under a very hot day while the rich just need to hand over a few hundreds US dollars to the officials who are walking all over the place to collect bribes and their passports would be done within minutes. You have to live there at least a few months to see how corrupted these animals are from the very bottom to the very top. At the end of the day, the big boss are usually getting the biggest share. So basically, the workers need to know how to take bribes if they want to keep their jobs. If you go to the justice department(which I don't think there is one) to complain, they'll think you're a fucking retarded idiot, they'll laugh their asses off.

file the damn complaint. Even if
it take 6 months, who care? There
is not too many countries that
responded to all complaints
immediately unless you pay
extra taxes. So either way, bribe
or taxes serve the same shit,
that is if you want fast service.
