VietNamNet Bridge – In Southeast Asia, Vietnam is ranked at the same level as Laos (2.6 points), above Indonesia (2.4), Cambodia (2.1) and Myanmar (1.9) on the corruption perceptions index (CPI).
During their research process in the world, staffs of the Transparency International (TI) organisation asked businessmen, scholars and government officials to evaluate the social situation in general and the business environment in particular in their countries.
The results of this survey were used to assess the corruption levels of officials in the form of the CPI. However, CPI doesn’t directly asses the corruption situation in the private economic sector.
The CPI is set from zero to ten points. More points mean more ‘clean’. CPI 2006 shows that Finland (9.6 points) is the ‘cleanest’ country worldwide. This country has maintained this position for two consecutive years. Haiti and Iraq have surpassed Bangladesh to stand at the bottom with 1.8 points.
According to CPI 2006 report, over 50% of developing countries have fewer than three points. The 2006 report mentions 163 countries in the world and it was compiled from data of 12 surveys by nine independent institutes in the world.
Vietnam’s CPI in 2006 rose by 0.2 points compared to 2005 but it still ranked 111th of the 163 countries compared to 107th in 2005.
An analyst of Southeast Asia of TI said that Vietnam reaching 2.6 points in 2006 meant that Vietnam was making remarkable improvements in the battle against corruption.
However, some typical anti-corruption cases are not calculated in the CPI, for example the PMU18 and the Do Son land scam, which demonstrate the strong will of the Vietnamese government in fighting against corruption.
The expert of TI also said that the data and surveys that TI performed in Vietnam were based on some international orgnisations like the World Bank, the Asian Development Bank, and the United Nations Development Programme in Vietnam and some independent research institutions based outside Vietnam so its CPI couldn’t reflect the total picture of corruption in Vietnam and the thinking of the business cycle or the people.

YES, VN corruption. No question about this issue.
However, they are able to prosper their house at much faster speed than 2.1 scale of Cambodia.
If anyone have time to travel throughout VN, you can see VN today is different just over 10 years ago.
I have been in Cambodia in 1994, 1997, 2000, 2002, 2005, and perhaps this year. Cambodia is making some progress but at turtle speed for over 10 years.
There is corruption everywhere especially in the developing countries like China and Vietnam. But there is a different between corruption as a norm such as in Cambodia and as an exception in Finland. The point is not that there is corruption but there is reform to reduce it, such as in Vietnam which show large improvement, and there is ways to punish those that committed corruption. In Cambodia, there is a little reform and those in power never got punished.
Corruption can occur every where but we can reduce not eliminate. However, the corruption in Cambodia is the greatest disease, because no one dares to enforce the Law even if how many laws those people created.
Because of that failure, the law in Cambodia is not effective and it can only apply to the poor and unarmed people whereas the rich and powerful always break the law,
and they never been punished.
Those rich and powerful don't dare to enforce the law because they are afraid they will be the first to be punished.
The Viets are behind causing problems in Cambodia which the same as in Burma Chinese also are.
But it is shame in Cambodia case, since the Supper Powers should help watching after us as Paris agreement. And they let the Power Corrupted Group raping us like this for 14 years!

Never depend on anyone to solve our problems, especially the Supper Powers. Each nation act and think in the way that it will benefit its own peoples the most. The US will pay lip services to democracy if they can access the oils and other resources that would benefit its nation's economy and its multinationals. Same thing with China. China does not care how or where it get resource as long as it get it to power its economy. If Cambodian is stupid enough to let foreigners pillage our nation, we deserve it.

Fighting corruption is not free.
It cost money:
The US is not the least corrupted
either. They are ranked 32nd by
Transparency International, that is
way down below below New Zealand,
Singapore, ...., and Hong Kong.
Nonetheless, they have money to
pay their law enforcers properly
and the money to fight corruption
as well such as having anti-
corruption task force like "Internal Affair".
