No oil corruption says Cambodian PM

PHNOM PENH (AFP) - Cambodia's Prime Minister Hun Sen said Tuesday that money from newly found oil reserves will not fall victim to the rampant corruption that plagues much of his country.

At least 700 million barrels of crude oil are estimated to lie off Cambodia's coast, officials say, and the government hopes to cash in as early as 2010.

But industry experts have warned that the country should not rely on its oil wealth, which will have to be well managed if the money is ever to reach the public coffers.

Corruption plagues almost every public and private institution in impoverished Cambodia.

Hun Sen has repeatedly dismissed fears that the country will fall victim to the "oil curse" that has struck other developing nations.

"We are not so stupid to suffer the so-called oil curse," he said at a university graduation ceremony, adding that oil revenues will be put back into the national budget.

Hun Sen also took aim at oil sector speculation since US energy giant Chevron Corp discovered supplies off Cambodia's coast two years ago, sparking bids by firms from France, South Korea, Japan and Russia for drilling licences.

"We thank our foreign friends for their concerns about oil -- they do not need to worry," Hun Sen said.

"If those friends had worried during the time that (Khmer Rouge leader) Pol Pot was killing us ... perhaps so many people would not have died," he added, referring to the brutal 1975-79 communist regime responsible for up to two million deaths.

"Now that we've discovered oil they begin to worry needlessly," he added.

It remains unclear exactly how much Cambodian oil exists. The government has refused to make a public estimate, while the World Bank has also shied away from putting a figure on the country's potential oil wealth.

KI should round up all of Hun Sen Promises and other CPP`s and make an archive. Let everyone read about the promises made and the RESULTS that came afterwards.

But a section of the report on internal developments in Cambodia and its foreign relations in 1978 in Keesing's Contemporary Archives dated May 4, 1979, page 29583, reproduced below in its entirety, should provide a clear proof that at least some of those friends and the UN did worry and offer to help when the Khmer Rouge were killing the Cambodian people. But the Soviet Union and other communist countries, and the war between the Khmer Rouge and Vietnam itself blocked all these efforts.

“ UN Inquiry into Violations of Human Rights in Cambodia
Mr. Evan Luard, British Under-Secretary of State for Foreign and Commonwealth Affairs, proposed to the UN Human Rights Commission on March 3, 1978, that a special body should be set up to inquire into alleged violations of human rights in Cambodia. After the Soviet delegate had opposed the proposal, describing the allegations without basis and politically inspired, the commission decided on March 8 to ask the Cambodian Government to provide information on reports of serious abuses.

A statement issued by the Cambodian Foreign Ministry on April 22 condemned the British Government's initiative as 'odious interference', and described the British as 'very savage and very barbarous'.

The UN Subcommission on Prevention of Discrimination and Protection of Minorities adopted on Sep. 15 a resolution calling for an analysis of 1,000 pages of material on violation of human rights in Cambodia submitted by the British, US, Canadian and Norwegian Governments, by Amnesty International and by the International Commission of Jurists; the resolution was approved by 15 votes to three – Bulgaria, Romania and the Soviet Union voting against and Syria and Turkey abstaining. In a telegram to the UN Mr. Ieng Sary denounced the resolution as 'impudent interference' in Cambodia's internal affairs, and declared that the Cambodian people and Government would 'make mincemeat of any criminal manoeuvres of the imperialists and their partisans'. The analysis of the evidence, which was submitted to the Human Rights Commission on Feb. 15, 1979, quoted estimates that a least 1,000,000 people had died in Cambodia from all causes since 1975.

Mr. Ieng Sary invited Dr. Kurt Waldheim, the UN Secretary-General, on Oct. 13, 1978, to visit Cambodia and verify the human rights situation for himself. Although the UN sources said in December that Dr. Waldheim would visit Cambodia at the beginning of 1979, the development of the war between Cambodia and Vietnam obliged him to cancel his visit.”

The Chinese did not care if the Khmer Rouge kill Khmer because they enjoy making guns and bullets and look at now who is control the Cambodia economic and populations. People who work close to Sihanouk in China know for fact that China want Cambodia as Vietnam want Cambodia.

How about using that money to build proper house for the people or water system because i think you don't need another house or another water tape. The people needs proper shelter and proper water to drink and don't forget the foods. You can go and steal all the money from the west as much as you can but feeds the people well. If you are corrupted be a good corrupted not a copy cat. Believe me when you are a really good leader people would say Somdech you are the best for Khmer n need to vote and you are automatically elected every terms for life. On other hand people around you in office especially those business pigs are loser sucker who use your position to beg for International so they can have it too and make huge business in Cambodia. Look at them Somdech they all have business but what about you and your two monkey friends? do they have business too or just waiting for bribes all the time. Somdech you are a peasant they are brainwashing you get out now and be a hero.

As I said all along, the UN is the
most hypocrite body on this planet.
I am certain that a bunch of
commies also opposed the UN
interference with the South and
North Korean's affair, but they do
it anyway, and there were no
1,000,000 deads before they
enter Korea. That happened after.
Thus, it is the UN that failed big
time, no one else.

As for China, it can't interfere
with Pol Pot's affair. It is happy
