Opposition Blasts Government For Unsolved Murders, Attacks

Opposition lawmakers Monday lambasted the government for its inability to solve the murders of or attacks on several famous singers, as debate on a legal code continued.

Opposition leader Sam Rainsy said the new penal code would be good for justice in Cambodia, but he criticized the government's apparent inability to solve the murders of several famous singers, some believed to be mistresses of high-ranking officials.

Unsolved cases include those of Pisith Pelika, who was killed in 1999, That Marina, who survived an acid attack, Touch Sreynich, who was paralyzed after a shooting and the most recent victim, Pov Panhapich, who survived a shooting in February.

"The prosecutors did not file lawsuits, the victims did not dare file lawsuits. So it is the end," Sam Rainsy said. "The cases were closed. They killed them according to their whim in Cambodia. Impunity is the culture of the people with power, with money. They kill according to their whim, and they always get away free."

Whenever there is any breach of criminal law, that is, a criminal offence has been committed or is alleged to have been committed, the state has the responsibility to investigate and bring the perpetrator (s) to justice. Under our legal system, this is the role and duty of public prosecutors and the police, not those of the victims or members of the public. Victims, their relatives or friends and other members of the public can report the crime to the police or to the prosecutor of the court under the juridiction of which the crime has been committed. That's all.

Prosecutors represent the state, the society, not the government, and have the power to charge or prosecute criminal offenders. They also have power to direct the police to investigate crimes and arrest the perpetrators.

A chkout 9:06, you are freaking morron. It is not about lacking of resources, but about doing and investigating. No action has been taken since then. Nothing at all. Even the medias are banned from publishing or mentioning about it. Such an incident? which everybody is known and feel scared about it, was not reported in TV! damn! Resources have been allocated largely to defense ministry (see the national budget), while this ministry is doing nothing beside using gun and power for landgrabbing and protecting mafias and big business for illegal activities. Every big business, includinb casinos and gambling in here are defended under the name of those generals and commenders, this is the fact.
Hope you understand the true fact. Indeed saying like Mr. Rainsy is easy to do, but at least the government should prove that little action and attention has been taken and paid to particular thing!
Another recent fact is the Phnom Penh major, special representative of the PM is threatening small and micro businesses. Nothing can stop this fucking major from deciding whatever he fucking wants, as no admin court to reverse his decision even arbitrary and of individual sense. The Executive is doing whatever he wants. First, the major decided to close down business around Wat Phnom, unreasonably arguing that it is the tourist site! I am around here, I dont see any such incident affecting or causing disorder to the site. Then, he went on to close down business around the park (which a bridge of Khmer naga style is nearby), stupidly arguing the customers from drinking always pee there to cause public disorder (indeed, if it is so, they should watch out and fine those who pee, not to close business, which provide opportunity for jobs and economy), and even so, the decision does not stop people from peeing over there! (sic), not long ago from these decisions, he decided to close down business of selling construction materials, including steel, etc., arguing again public disorder and the heavy loaded cars with those materials leading to the destruction of roads. Damn it, why they dont find those tho heavy loaded trucks? It is not the case since some of these business owners are Oknha, so the business still goes on; maybe the money from these persons is shitting his mouth. Furthermore, some days ago, he decides to mull the closing down of some vehicle washng-repairing shops. These washing shops employs hundreds of workers (in spite of the fact that their working conditions are not very decent like those work in the NGOs), but it generates revenues for them. The reason behind the closing down is: public order and traffic jam caused by this business (amazing, very illogical and groundless). If he wants the city clean like Sigapore, should he cleans up all street vendors? whose businesses are to survive (even facing extortion all the time, but police and authority who are trying to confistate their basket of vegetable...)? Dare he clean up those business of junk- or trash can business own by Vietnamese, who cause more public disorder?

If the poverty reduction is to be considered as a priority, and if the poor are to be highly respected and promoted, A Kep Choutema, the major, should implement the pro-poor policy by promoting informal economy, not to get rid of them! damned it.

In this Country People are subject to intimidation, demagogy, mysterious killing and are hostage of the ruling party.

Please back up your claim with facts.

There can be no end to such cases so long as justice has not been done. One should be reminded that in law the statute of limitations for crimes (felonies) is 10 years.

Dr. Lao, the investigation
information is classified. You
don't want the criminal to know
how they are being traced or that
we are on their tail. No one
discloses such information.

Anyway, I am not aware of any
status of limitation for any
criminal case. What I meant by
the "case close" is they are running
out of lead. However, should
something come up in the future
that is convincing, I am sure that
they will look into it, even 20
years from now. We can't free any
criminals just because we can't
find them within a 10 years period.

I agree with you. The PM should not trust and listen to only a couple of persons around him (to my knowledge, he listens to Sok An, Keat Chhon, etc.). I am clear that whatever these people want, they make a report which are of their interests and hide the real fact! If they want the PM to yell in the media, they would make a report to anger him! This is the real case.

I see improvement in terms of economic growth, but not in social welfare! Example: U must learn that many sons of the generals and Excellencies -- shooting or racing their cars in the very crowded places in the city—have killed many people lives. They are human and their lives are not born to be played around. Example: I witnessed myself an accident where a Kemarak Poumin car drove very rapidly in Samdech Hunsen Park, about to crash me, suddenly it crashed a motor, he did not stop by, but try to crash over and kill the people so that he can escape! Oh my life! I am still shocked. I don’t think how long I can face with those Luxus or Landcruisers driving very fast and make strong signals like they are on mission in the might around 9 or 10pm. If you don’t move away, you will be hit. Who can stand with it? I am a taxpayer. I pay my tax salary more than those Excellencies and generals! Many of these people don’t even pay electricity bills (while using tens of air-cons)--this in part leads to increasing the electricity fee coz the company needs to consider that to compensate those bills which are not paid.

Regarding the next gentlemen 12:38 asking for statistics, I believe that I don’t have either! I understand that those who are killed by such unjust acts are less than that in the Khmer Rouge regime, and those killed by AIDs or accidents, but I happen to affect my mental health much! I can’t bear seeing my Cambodian people's lands are confiscated without compensation, my friends being intimidated and physically harmed and menaced without being able to react to such unfairness! For my instance, in a minimal land dispute with my neighbor, a bodyguard group of Samdech came to the land with their uniform and throwing away my land fence in a very menacing manner while there is presence of Commune Chief! According to the land law, this is a criminal case, to be condemned around 6months to 1years imprisonment. But did the authority react or dare do so? Even myself, I don’t dare to sue them! Let them win with injustice. Another instance is the police don’t dare to fine those Land cruiser drivers; they dare only threaten the poor from rural areas! Pity on them. Why? again because being poor and powerless.

Those guys can argue that they deserve that as they risk their lives rescuing us from the Khmer Rouge Regime. Without them, we can even have the status quo of such right Thanks, but no thanks!

Psychological suffer is more than anything!

Some stupid Khmer Youns,

The bottom line is the CPP can't find the killer because the killers are living and working in Toul Krorsaing where hun sen compound located. These killers ride black motorcycle without license plate to do the killing of opposition and singers. They're from Toul Kror Saing. Hun Sen has more than 100 of these assasin motorcycles in his compound. So the justice won't be served for these victims.

If the killer kills Hun Sen's son or daughter, I'm sure they will find the killer in 24 hours. I hope this will happen soon. eliminate their family eye to eye.
