Police and Military Police (PM) are shooting each others in Pursat

Police and the shooting victims claimed that a shooting took place for the first time between a group of military police (PM) and regular police force at 1:00 AM on Sunday morning. The incident causes serious injuries on 2 policemen.

The victims and the shooter are all guards at the Pursat province administrative office, and the incident took place within the perimeter of this building itself.

Leng Kim Hok, one of the victim policeman, told RFA from the Pursat hospital that the shooting took place at 1:00 AM, when he was sleeping: “They chased and shot at each others, I was shot and two of my colleagues were also shot. They were seriously injured on the hand and in the calf.”

Nim Visal, another victim of the shooting who saw a bullet shattering one of his rib cage bones, described the event leading to the shooting by saying: “I heard the shouting and it woke me up, the PM officer shouted: ‘Help! Help! Someone is robbing my house, my land, they took everything.’ My group leaders stood up to ask, but the PM started shooting.”

Commander Chhuon Vutha, the Pursat military police security director, said that the shooter is Pun Vanna, a PM official in charge of guarding the provincial administrative office building. The shooting was done with an AK-47 machine gun, and that 5 to 6 bullets were shot. However Chhuon Vutha did not provide detail about the motive of the shooting.

Chhuon Vutha: “… it just happened that way, we don’t know what the cause was … the questioning has been done, the cause is not known.”

Teng Chhun Han, an official of the Licadho human rights group in Pursat province, provided details of his investigation in the case. He said that the military police officer involved in the shooting, was drunk and could possibly be undergoing some kind of personal crisis also. He said that the action of the PM officer cannot be tolerated though.

Teng Chhun Han said: “His duty involved the legal use of guns, but he drank [during duty] and he got drunk, and used his gun. He is guilty as far as the law is concerned, he cannot escape it.”

An official from the Pursat military police claimed that the file and the perpetrator were sent to the Pursat court on Sunday afternoon.

This is the very first time in Pursat that the police forces are shooting at each others. In the past, we heard [in Pursat only] about the forestry police shooting those involved in the transport of illegal logs, or about the fisheries police shooting on illegal fishermen, but not yet about them shooting at each others.

Guns often misused by legal possession namely Government agents, particularly armed forces and it still exist and continue. It is common where armed forces fighting among themselves.

The weapons misuse, crime and the inability of security forces and the state to ensure public security and the rule of law are aggravated by inadequacies in weapons legislation, the lack of national strategic plan, and the slow pace of reforms in the security, judiciary and other sectors related to rule of law. Current weapons legislation is poorly implemented. The government collection programme have focused more on civilian weapons collection and less on the misuse of legal weapons owned by Cambodian security forces (police, gendarme and army).

One of the problems is the absence of a functioning, legitimate and accountable security system in the country. The lesson we have learned indicates that when there are unreliable security forces, in-competent law enforcement agencies and a weak legal system; then weapon collection potentially make people more vulnerable to the attacks by robbers or perpetrators of crime.

This indicates clearly that weapons collection and destruction of RGC are not effective means to reduce the number and use of weapons where control of legal weapons is weakness and incompetent law enforcement institutions.

It is clear that sustained government will and long-term strategic action plan are essential factors for sustainable and adequate weapons reduction efforts in Cambodia towards a goal of a sustainable culture of peace, human rights, and democracy, social and national development for all Cambodian people. This will hopefully end the “rule by the gun” mentality that has contributed to the culture of violence in Cambodia.
