On Tuesday, 7 Makara district police put on display a group of youngsters – among whom was a prince – the group is charged with illegal use of weapons (swords), and was arrested on Monday afternoon. In the group of 9 suspects on display, one of them is Prince Norodom Charachak, the son of Prince Norodom Chakrapong, NRP party vice-president. Major Yim Simony, the 7 Makara police inspector said that the police will build a case for the 9 arrested – 8 males and 1 female – and will send them to Phnom Penh municipal court for illegal use of weapons (sword), and for assembly of gang members (Bang Thom and Bang Tauch). Prince Charachak who also works as a bodyguard at the Ministry of Interior, said that he is not involved with the young hoodlums and the swords, because he does not know where they came from when they were arrested by the police while the group was sleeping in a rented home in Boeng Prolit.

So instead of handcuffing them, the police have them hold the weapons and post for photos. What if they are really bad and they start to attack the police with the weapons?

the khmer's discipline for kids.

The behavior of those youngdters reflect the attitudes and behaviors of their parents. It also reflect the quality of the EDUCATION SYSTEM and the poor leadership of Khmer leaders.

You don't see any difference, and many don't either. But I do and many do too. In some countries,including Hong Kong, where the presumption of innocence is part of their culture, the police put hoods on suspects'heads after their arrest whenever these suspects appear in public.
I remember our Cambodian police covered the head of Born Samnang and Sok Sam Oeun (alleged killers of Chea Vichea) with hoods when they presented them to the press way back at the end of January 2004, several days after their arrest.
However, in our culture, suspects are already presumed guilty after their arrest. Very often, because of such presumption, the police physically them to their confessions and judges accused them in court with threats and intimidation, forgetting that their primary task is to gather and examine all evidence and find the truth whether or not the accused have in fact committed the crime(s) as charged.
At times because of presumption of guilt suspects caught for stealing motorcycles are beaten to death. Some years back, one or two innocent persons were mistakenly caught for stealing and beaten to death. Punishing such persons for crimes they have never committed, how would you and our society feel? Nothing?
Ponder over this saying: "It is better to let ten guilty men go free than to convict one innocent man."
It would take some time for this idea of presumption of innocence and the need to cover the face of susspects to become part of our culture.

so long the accused is allowed
a defense. And when the accuse's
defense is weak, he will be
