Prince Norodom Ranariddh, NRP president, wrote a letter to King Sihamoni who is also the chairman of Supreme Magistracy of Cambodia, asking the king to provide justice for him in the 18-month jail sentence he received from the Phnom Penh municipal court following his accusation of breach of trust in the sale of the Funcinpec party headquarters.
According to the letter sent by the prince dated 28 March that was revealed by his advisor to RFA, Prince Ranariddh raised three main points which he provided along with comments from a foreign law expert.
The first point the prince’s letter indicated that the accusation made by Sok Kalyan, the prosecutor of the Phnom Penh municipal court, did not provide sufficient evidence related to the criminal activities. The second point indicated that the prince was sentenced for breach of trust based on Article 46 of the penal code under the UNTAC era, which is contrary to the spirit of the law. The third point raised in the letter indicated that the according to the legal analysis made by Touch Bora, Esq., from Australia, the use of the breach of trust law against the prince is a violation of the spirit of Article 46 itself.
Noranarith Anadayath, the special advisor to the prince, said that this letter was sent to all embassies in Cambodia, as well as to representatives of civil society in Cambodia.
Sok Sam Oeun, Executive Director of the Cambodian Defenders Project and President of the Cambodian Human Rights Action Committee (CHRAC) said: “The base law has the right to review and punish the behavior of the mistakes committed by judges, and it does not involve the judgment.”
No comment can be obtained from Chiv Keng, president of the Phnom Penh municipal court, on the complaint sent by the prince to the king. However, Ang Vong Vatana, the Minister of Justice, said that he received an explanation from Phnom Penh municipal court Judge Sao Meach who claimed that the sentence he handed down on Prince Ranariddh has all the evidence required. Sao Meach also sent his explanation to the king as well.
On 13 March, Prince Ranariddh was sentenced to 18-month jail along with a $150,000 fine for breach of trust in the sale of the Funcinpec party headquarters.
A group of officials close to the prince plans to ask for an audience with the king to request his pardon for the prince, and pave the way for his return to Cambodia.

No matter what you've done in the past, you've done it exactly the same way as your Father did when he was in power. Like father like son in a sense that you never think before you do anything. You do it first and then you think about it later. It's strange to see all members of your royal family act that way, the careless way. Nobody can understand it, except perhaps the intellectual deficiency is in your Father's gene which has been passed on to you, your brothers, sisters, cousins, nieces, nephews and other close relatives.
If that is the case, all members of the royal family should never touch politics again. It's a disaster for Cambodia as this country has been through for half a century now. With regard to your court case, you should appeal to the higher courts as rightly suggested by Dr. LAO Mong Hay. We sincerely wish you a clean acquittal from all charges. If not acquitted, just go to jail like everybody else. It's only for 18 months. You'll be alright.

Judge: You have to be so stupid to have said anything like this, unless of you are dishonest about the real situation of the cuurent khmer politics.
If Narridhh had lodged an appeal, he would have gummed up the application for the royal pardon and he will ruin his chance of participating in the 2008 elections because: 1, his conviction is political; (2) King cannot pardon if the matter is being appealed; (3) no law which specify the Appeal Court as when it would pick up a case and conduct a hearing. in other words, it replies on the caprice de la individial appeal judge as to when he wants to hear a/the matter. it can take ayear; one month; 3 years etc. from here the latter, (from appeal any party can appeal to the supreme court; which will take another year or so;)then the 2008 elections would be well over.

A cleverer "warrior prince" would not have sent a lawyer to defence his case at the Phnom Penh court in the first place. Doing so was tantamount to recognising the jurisdiction and authority of that court. The claim made after his conviction that its judgment was political does mean much. Would the judgment be less political if it had been favourable to him?
Knowing Cambodian politics and the status of our courts, last January, I talked to both sides of the conflict in an attempt to get them to reach an out-of court settlement. I have failed, but I feel happy I have tried.

I agree with all of you, that peoples around the world and even peaople in a particular country like ours have different table manners. There is no point criticising a person's table manners, such as using forks and knives to eat chicken wings. And these table manners have evolved and are evolving too. We should notice such an evolution in our country just over the last 15 years or so. We did not use tissues before to clean plates, bowls, forks, spoons and chopsticks before we ate, but we started using them and we made a mess in restaurants by throwing used tissues about on the floor. Now there is less mess through education. In the old days we directly shovelled rice or noodle soup diretly from the bowl to our mouth. Now more people are using spoons to scoop food from the bowl and lift it to their mouth. In the old days we drank directly from bottles, glasses or coconut shells. Now more people are using straws. Nowadays more people would use separate spoons to dish out food instead of using their spoons they are using, when they eat together. And this was not the case in the old days.
Using forks and knives or other instruments to eat food is not a corrupt practice or habit.
By the way, the Japanese eat like dogs when they shovel solid food and soup directly from their bowl to their mouth and make quite audible sucking noise. I did not learn this from any diplomat, least of all from Japoanese diplomats. I have learned it from a Japanese woman on a French radio programme on culinary arts. She said: "les Japonais mangent comme les chiens."
