On Thursday, three Cham ethnic minorities were charged with recruiting an army. According to the investigation, the director of a training center was setting up a military training camp. No guns were found though.
On Thursday afternoon, the Pursat provincial court charged three Cham ethnic minorities of recruiting an illegal army. Chan Dara Veasna, the director of the Center for environmental rehabilitation and education, and two other villagers were arrested on Wednesday for possession of a document detailing the organization of a paramilitary structure. “We got hold of a list of 18 names, and the detail of the organization which is structured like an army. Nevertheless, no guns were seized. Chan Dara Veasna would be the leader of this movement. We are still investigating,” said Sarun Chanthy, the provincial deputy police commissioner. According to Prosecutor Top Chanserevuth, the three men confessed and they were charged under the provision of Article 36 of the UNTAC law, according to this which, if found guilty, the three men could face between 3 to 15 years of jail sentence. The police is looking for other people involved, Sarun Chanthy announced.
According to human rights groups, Chan Dara Veasna visits the Cham village of Khdeng Trakiet, Kandieng district, from time to time to recruit the villagers. “According to the villagers, he (Chan Dara Veasna) promised $100 per month to all who accept to go to work at his center. Since most of the villagers are illiterate, they were seduced by this offer without knowing what the center’s activities are. $100 is a lot of money for these people,” Nhoung Samroeurn of Licadho said. “The affair came to light when the brother-in-law of Ny Kosal (one of the two villagers arrested) found out that it was military recruiting. He then informed the village chief who alerted the police,” Nhoung Samroeurn recalled.
Khieu Sopheak, Ministry of Interior spokesman, said on Thursday that an investigation is being pursued and that the true identity of the mastermind of this organization is still unknown. “We already arrested these persons because they have in their possession documents revealing the existence of a paramilitary structure. According to police, a person in Phnom Penh would be the originator of this organization.”
These arrests are made at a time when Cambodia wants to show off its desire to fight terrorism alongside the USA, and also when Cambodia is about to finalize the anti-terrorism law.
