US: Cambodia Vulnerable to Terror Cells, Corruption

Cambodia's weak law enforcement makes it vulnerable to both terrorism and corruption, according to a US State Department report issued Tuesday.

Training and resources remain an impediment to the country's ability to investigate and prosecute terrorists, according to the State Department's annual country terrorism report.

"Cambodia's political leadership, however, demonstrated a strong commitment to take aggressive legal action against terrorists," the report said.

"There were no indications that specific terrorist groups operated in Cambodia, but porous borders and endemic corruption could make the country vulnerable to a terrorist presence," the report said.

The report highlighted Cambodia's efforts, with US help, to install computerized control systems at key entry points: the airports of Siem Reap and Phnom Penh and the land crossings at Poipet and Koh Kong.

"The Cambodian government also cooperated fully with US requests to monitor terrorists and terrorist entities listed as supporters of terrorist financing," the report said. The State Department report comes on the heels of a visit to Washington last week by National Police Chief Hok Lundy, who met with officials from the departments of State and Justice.

He was issued a US visa for his visit despite an outcry from rights groups that the police general was involved in extrajudicial killings and human trafficking, among other crimes.

It is contradict for Lok Hok Lundy...there were many interogations to Hok Lundy about human traficking, drug selling and crime mechanized by high rank officials of Khmer Polices including Hok Lundy himself...but have never seen any of those perpetrators arrested and injailed.

Hok Lundy was shame in front of those questoining in which US FBI and intelligence have full evidences about Hok Lundy's involvements with many crimes, drugs and human traficking...

Recently, Khmer police took huge drugs dumped in a farmer in order to favor US...but who dumped that drug? HLD...this is normal trick of Khmer Police...

Since the inception of Heng Samrin government, formed and installed by the communist Vietnamese on January 7, 1979, Cambodia has been known worldwide as a "Mafia State". What does it mean?

It means that successive CPP-controlled governments have thus far adopted the "Money Talk, Bullet walk" policy which has such an extremely wide range of applications as non-transparent or corrupt business practices, under-the-table deals, buying and selling high government postitions, selling state assets and plundering of natural resources for personal gain, stealing funds from economic assistance schemes , buying votes, drug and human trafficking, human rights abuses, suppressing the freedom of expression by way of intimidation, extortion, defamation lawsuits and killings.

The whole world always looks at the United States for help in combatting crimes constantly perpetrated by high-ranking officials of such a totalitarian and Mafia regime as Hun Sen government. Nonetheless, the US Administration still hopes that it can reverse Cambodia's curtrent situation by closely cooperating with such a Mafia General Police Commissioner as Hok Lundy.

Therefore, we think it's quite necessary to send this message to US President George W. Bush and his State Department's Secretary, Dr. Rice:

BOTH OF YOU ARE ACTUALLY STANDING COMEDIANS. YOU SHOULD BE VOTED OUT OF YOUR OFFICE IN THE US PRESIDENTIAL ELECTIONS NEXT YEAR.

Does Mr. Hok Laundry speak English? It probably take another half of the century for him to get a real grip of what America meant for him to understand.
