The convention of the Cambodian People's Party [CPP] decided to let Hun Sen be prime ministerial candidate for the fourth time. However, the situation in the CPP and Hanoi's shift toward America has caused Hun Sen to lose the chance of running for the post of prime minister in the next term.
A CPP official said that the CPP convention decided in 2005 to allow Hun Sen to be candidate for the post of prime minister in the next government, but the final decision would be up to Hanoi. The source said that the Vietnamese leadership's rapprochement policy toward America has caused changes to the situation in Cambodia, in particular changes within the CPP at the approach of the 2008 national elections.
The CPP official further said that the top party leaders are disappointed with the stance of the Vietnamese leaders who are turning toward America and accepting some conditions from it. One of the conditions is that Vietnam must stop Hun Sen from being named prime ministerial candidate for the fourth government.
The source familiar with the CPP's main headquarters at Chamka Mon (K-85) said that America is not the only country that wants to stop Hun Sen from being prime ministerial candidate again, a number of countries in the European Union also take the same stance as America. The use of aid pressure to force Hun Sen's CPP over the past decade has not been successful. They are now seeking to resolve this problem through Vietnam.
Hun Sen has become a despot like Saddam Hussein, the late former president of Iraq, and Soeharto, former president of Indonesia who won power through farcical elections like those in Cambodia. Besides, in Cambodia these days Hun Sen is the backer of big dishonest tycoons suspected of being part of Organized Crime. Therefore, if the gangsters in Cambodia become too strong they could cause problems to a number of countries in the world.
The CPP official said that Hun Sen scrapped a plan to hold talks with Vietnamese National Assembly Chairman Nguyen Phu Trong at the end of last month because of a moral illness stemming from Vietnam's refusal to support his prime ministerial candidacy in the next term. This moral illness threw Hun Sen into disarray and made him smoke a lot in order to calm himself. Too much smoking led to a sore, swollen throat and made him cough up pus and phlegm. Now his physical discomfort has improved as he showed up in public on Tuesday morning at a graduation ceremony.
The CPP official further said that if Hun Sen was not nominated prime minister the CPP would lose some support but it would not lose the 2008 general elections. The source said that Vietnam also understands this problem, but Vietnam needs to trade with the European community, especially with the United States. Therefore, between the superpowers that bring Vietnam economic prosperity and Hun Sen's continuing to stay in power, Vietnam opts for the former.
The source further said that Hun Sen was well aware of this development and acted as if he was angry with Vietnam by refusing to meet with National Assembly Chairman Nguyen Phu Trong.
A CPP official close to Chea Sim said that the CPP has not yet seen any potential candidate for the post of prime minister because the final decision would come from Vietnam, not the CPP convention. The source said that the new candidate is not Chea Sim and is not Sar Kheng either. The changes in the CPP could also lead to a change in the CPP presidency. But last month some sources claimed that Sar Kheng would become a candidate for the post of CPP president, replacing Chea Sim.
CPP President Chea Sim, currently beset with illnesses, said he wanted to see Sar Kheng, deputy prime minister and minister of the interior, be made CPP president after he retires because of old age and illnesses. However, Hun Sen objected, claiming that if the president can no longer work, the vice-president should automatically replace him. This objection has led to a confrontation between Hun Sen and Chea Sim.
Khmer Intelligence reported on 22 April that according to reliable sources among CPP officials, Chea Sim decided to go into retirement soon because of health problems, and he wanted to hand over the CPP presidency to his brother-in-law Sar Kheng.
The sources asserted that Prime Minister Hun Sen, vice-president of the CPP, wanted to become CPP president if Chea Sim retires. However, Chea Sim proposed an inverted scenario, meaning that if Hun Sen becomes CPP president he should let Sar Kheng become prime minister in 2008, and vice versa.
Looking at it from the outside, the CPP appears to be without any problem. However, the top leaders of this party are facing one another off in an intense scramble for power and advantages inside the party.
