Police found in the Prey Veng province leaflets belonging to the Free Vietnam Movement. Printed in Cambodia, these tracts are apparently destined for distribution in the neighboring country.
“On Monday, we found almost 3,000 leaflets,” Tim Pham, the police commissioner of Prey Veng province, declared. “Apparently, the authors of the Free Vietnam Movement were scared and threw them in the water,” he added. According to the commissioner, these leaflets are not openly anti-Hanoi but they call on Vietnamese citizens to boycott the upcoming May 20 legislative election.
Another source who also has access to the leaflet, said in English that these leaflets call for anti-Hanoi movement. Printed in Cambodia, these leaflets are destined for distribution in Vietnam. “We have not identified the culprits (behind these leaflets) yet,” Tim Pham said, however, he plans to collaborate with the Vietnamese authorities on this issue. Soeurn Savath, the police inspector of Peam Chor district where the leaflets were discovered in a barge, assures that he does not know when these leaflets were printed.
Thach Setha, President of the Khmer Krom community, recalls that “this is not the first time that an anti-Vietnamese movement is found, because of oppression is such that the Vietnamese themselves want to free themselves from Hanoi.” At a time when the news media report several cases of persecuted Khmer Krom monks, Thach Setha assures that he is not worried for Khmer Krom on these leaflets: “There is no connection between them (Vietnamese anti-Hanoi movement) and us.”

But why is this a crime? It's an expression of opinion in leaflets format? Should the police be more concerned about the real crime-drug trafficking, rape, violence against journalists, etc.?
Yes, but all expressions must go
through licensed media not
leaflets. That is our law.
