Lawyer Ky Tech, president of the Cambodian Bar Association (CBA), rejects the Global Witness report claiming that he is a lawyer involved with helping Sok Keo, the wife of Minister of Agriculture Chan Sarun, and the Kingwood company, to guarantee a loan borrowed from Cambodia’s public bank.
The mortgage of the Kingwood factory facility and its machinery equipments allowed this company to borrow about $3 million. The loan agreement is signed by not only Sok Keo and representatives of Cambodia’s public bank, but it also bears Ky Tech’s signature as well.
Global Witness also claimed that according to a sure source, Ky Tech is an advisor to Hun Sen’s wife Bun Rany, and he has close links with powerful players in Cambodia’s timber industry.
Ky Tech said: “In this (GW) report, I know that there were accusations made against me, saying that I am the lawyer for a number of companies, the lawyer of Chumteav Sok Keo, wife of H.E. Chan Sarun. But in reality, I personally confirm that all the above are complete exaggerations because I never defended Chumteav Sok Keo at all. As for me being an advisor to Chumteav (Bun Rany Hun Sen) wife of Samdech Prime Minister, I never did anything for her.”
Besides the above statements, Ky Tech also came out to defend the worthiness of Cambodia’s political leaders who were accused by Global Witness. Ky Tech said that the GW report is of political nature, and that the report was issued to defame Cambodian leaders.
Ky Tech added: “I believe that the accusations are more political (than anything else), this is aimed at next year’s (general) election and the upcoming meeting of the donor countries. That’s why we see this report appearing, it is a report fabricated on purpose to defame the leadership and a number of VIPs who are trying hard to lead Cambodia and who are trying to achieve developments in Cambodia in every fields, in particular, (the report is) against Samdach Prime Minister Hun Sen himself.”
Last night, TVK broadcasted an interview with Ty Sokhun, director of the forestry administration, and Ky Tech. Both men rejected the Global Witness report.
In a report published at the beginning of June, titled “Cambodia’s Family Trees” (“Family of the Nation thieves,” in Khmer), Global Witness openly revealed about the illegal logging activities and the assets stripping of public properties by Cambodian leaders. Global Witness also demanded that nine people be investigated and punished for their involvements in illegal logging, corruption, smuggling, murders, and planned kidnapping.
The nine people cited by Global Witness are: Minister of Agriculture Chan Sarun, Director of the Forestry Administration Ty Sokhun, Hun Sen’s bodyguards commander General Hing Bun Heang, General Mao Hak of Brigade 70, and the business leaders involved in illegal logging: Dy Chouch, Seng Keang, Khun Thong and Seng Kok Heang.

To the CBA President, Mr. Ky Tech,
As President of the Cambodian Bar Association, you should not speak out in defence of the accused listed in the Global Witness' report. Do you know what you should do? If you are truly a professional lawyer working towards upholding the state of law as well as defending justice for the general public, you should convene meetings of all CBA members to look for ways of building cases against two groups of people:
1- Against the accused. Unlike your irresponsible comment which stated that "the accusations are more political", the report made by Global Witness has its merit for it simply echoes serious irreversible deforestation concerns raised by tribal people living in north-eastern mountainous region of Stung Treng, Kratie, Ratanakiri and Mondulkiri, the whole Khmer population, the donor countries and the international community.
2- Against Global Witness. In order to properly clear your name and the names of all the accused, your Association and yourself have to gather all necessary documents which can prove that Cambodia is still covered by forests up to 70% of her total area like before the CPP came to power (King-Father Norodom Sihanouk is still alive and well to be able to stand in the witness box to prove it), build a case against Global Witness, and finally take Global Witness to THE INTERNATIONAL COURT OF JUSTCIE.
ONLY THE ICJ CAN RENDER JUSTICE TO CAMBODIA AND HER PEOPLE. NOT YOUR COURT, NOT EVEN YOU! THE MORE YOU SPEAK OUT, THE BETTER THE GENERAL KHMER PUBLIC KNOWS WHO YOU ARE AND ON WHICH SIDE YOU STAND. TO BE MORE PRECISE, YOU STAND ON THE CROOK'S SIDE. THEREFORE, YOU ARE A CROOK YOURSELF!!!
No surprise for this "Lawyer".Being a CPP man, he was appointed by the CPP at the KR tribunal and has worked hard to regain the position of president the Bar Associaton and to delay or block the tribunal process.
He is not a professional and independant lawyer.
HE WAS NOT WORK HARD TO BE THE PRESIDENT OF THE BAR, HE ALMOST APOINTED BY HUN XEN.
AND HE TOLD HUN SEN THAT HE CAN HELP HUN SEN STEAL AND SUPPRESS THE COUNTRY LEGALY IN FRON OF INTERNATIONAL COMMUNITY.
