Kratie provincial authorities have neglected the needs of the people in choosing representatives for the poor in Snuol district, rights groups charge.

Poor people were denied their right to chose representatives when authorities held a closed-door meeting last week in preparation for the 2008 national elections, villagers say.

Kuth Tith, a Human Rights Party activist and representative of the forest communities in Svay Chreas commune, said such secret meetings did not benefit the poor, and were biased.

Svay Chreas Commune Chief Nhanh Thon denied the charges.

"What is being said is not true," he said.
