S. Korea provides 30 mln USD loan to Cambodia to equip gov't IT system

The South Korean company Kisan Telecom Co. Ltd has signed an agreement with the Cambodian government to provide a loan of 30 million U.S. dollars for the public Information Technology (IT) system project in Cambodia, local media reported on Friday.

The loan will be used to equip the government's IT management system, including Internet access for government institutions in 10 provinces and cities of Cambodia, the Raksmey Kampuchea newspaper said.

The agreement was signed by Cambodian Deputy Prime Minister Sok An and Park Byung Ki, CEO of Kisan Telecom company, on behalf of both sides, the newspaper added.

IT system has become a key role in the whole society and Cambodia needs to have and develop IT system management in government institutions, Sok An was quoted by the newspaper as saying.

Cambodia also needs more human resources for IT system management, he added.

This is the second time for a South Korean company to provide loan with low interest rate for Cambodia to equip the government IT system. In the previous time, a South Korean company provided a loan of 20 million U.S. dollars for the Cambodian government.

Another US$30 millions loan from South Korea again?

NiDA (National Information Communications Development Authority) of The Council of Ministers has just wasted US$25 millions on an IT infrastructure in Phnom Penh city alone. And, what do we get? Each line ministry gets one computer with access to the Internet, which is very slow and painful. Most of their NiDA-installed computers are now outdated and used for word processing only.

What did the facilitators get from that last deal? 10% commission for the middle man, substantial tea money for key men at The Council of Ministers, Hun Sen's Cabinet and Ministry of Economy and Finance. NiDA got cheap hardware, many of which they never use and they dumped those unused IT equipment somewhere covered in plastic sheets to rust. There has never been an independent audit on how the loan is spent.

Now, another US$30 millions in debt just for government institutions in 10 provinces/cities. They will probably use those computers to play games. The actual cost of the IT equipment may be just 25%. Where will the remaining 75% go?

Internet use is very expensive in Cambodia for subscribers (more than half a thousand dollars/monthly subscription for the speed of 01Mbits/s ).

And the speed of internet access is very very slow that's hard to see Websites with images or videos or to listen to the VOA or RFA radios

I would encourage to have more on establishing the country's infrastructure. Without backbone, it is going to be very impossible for Cambodia to get to the next. Anyhow, it is considered a step forward.
