Ambassador: Tribunal Will Bring 'Enough,' Not Full Justice [-Mussomeli encourages "compromise" not "fairness" when it comes to border issues]

Trials of former Khmer Rouge leaders are unlikely to bring full justice to the victims of the brutal regime, but it might bring enough, US ambassador to Cambodia Joseph Mussomeli said Saturday.

Speaking to a group of Cambodian-Americans in Atlanta, Ga., the ambassador, who is on a US visit, said the trials by special tribunal courts will bring "real" justice, even if they don't bring "full" justice.

"We will have over next year or two real justice," he said. "Not enough, you never get enough justice in this world, I guess, but we'll have at least, I would guess, somewhere around a dozen people being brought up on charges of genocide."

Though hundreds of people were culpable in the deaths of nearly 2 million people in the regime, a dozen indictments would bring some justice, he said.

A dozen "is not a great deal," he said. "There were hundreds of people who were guilty of genocide, but, frankly, you have to draw the line somewhere. You can't have the trial last for 20 years or 30 years, you can't spend hundreds of millions of dollars on the trial, but you have to find at least the most responsible for genocide and bring them to trial, and I think we are now on the way to doing that."

A Cambodian-American who suffered under the Khmer Rouge and joined the open forum Saturday told VOA Khmer the ambassador's words had stirred in him support for the tribunal, which, after a year of delays, moved forward last month with suspects named for investigation and the indictment of Kaing Khek Iev, also known as Duch.

"It's a first step to let the world know, especially human rights defenders and especially people victimized by the Khmer Rouge, to know that justice happens, and it's found for them," the guest said.

Another Cambodian-American who asked not to be named expressed concern that obstacles and foreign pressures would not allow the trial to take place.

"I believe that there will be [influence] from outside to strongly pressure the Cambodian government and prevent the trial from happening," he said, without elaborating.

Aside from the trials, border issues remained a concern, Mussomeli said. But border encroachment likely will not happen after legitimate border demarcation.

"What is important is to have a clearly defined border, because you don't want one kilometer to become 10 kilometers or 100 kilometers 20 years, 30 years, 40 years from now," he said. "It's important to always find compromises and always, always, especially if you are the less-populated and less-politically and militarily strong country, find a legal, sensible, legitimate border."

The ambassador spoke to allay concerns from those present that Thailand, with 65 million people, and Vietnam, with 85 million, would naturally keep encroaching on Cambodian territory.

Ket Sakhorn, a Cambodian-American who joined the forum with Mussomeli said encroachment was hard to avoid because the border has not been clear since French colonialism.

"To define it properly, we can negotiate, like Preah Vihear temple, because we have proper documentation in 1962 from [international courts]," Ket Sakhorn said. "So even if Thailand wishes to take it, they cannot, because we have clear documentation."

Mussomeli said to compromise on border issues, my question to Mussomeli is that does he know well about the history of Cambodia between its neighbours, namely Vietnam and Thailand? Cambodia's neighbours never intend to respect the sovereignty of Cambodia. Given the right time they would rip up Cambodia to pieces.

Why do we have these border issues again and again, it's not because there are no demarcations, it's because the Vietnamese and the Thai choose to ignore it. There are map documents. And the way the Hun Sen government negotiated with its master is a concern for us Cambodians. No transparency. We'll rest the case only unless there is a real Khmer government in charge and restart this issue.

Mussomeli, you tell your friends in Washington, you ask the weak to compromise with the strong and not focus on fairness. For America, I hardly see you compromise with any weak nations that you deal with. US foreign policies do not favour Cambodia, I know this and I don't expect favouritism from the US, what I do expect is that you treat us as friend not something that is expendable and pawn in your world domination game.

This above statement by Ambassador Joseph Mussomeli is very ignorance and very arrogant for telling Cambodian people to accept the defeat of Cambodian enemies! I don't think Mr. Joseph Mussomeli truly understands Cambodian history and if he did he wouldn't make such statements! Mr. Joseph Mussomeli must remember that Cambodian enemies will never comprise as long as Uncle SAM stand by them and continue to support them as allies because they have the confident that Uncle SAM will never stop their aggression on Cambodia! Here is a little flavor to the story! I remembered when Saddam Hussein used to be Uncle SAM best ally during Iran-Iraq 8 years war! But after the war, Saddam Hussein invaded Kuwait hoping that Uncle SAM will condone his aggressive behavior toward his smaller oil rich neighbor (Kuwait)! But Uncle SAM eventually makes a u-turn and kicked Saddam Hussein from power! Now is the story of Kuwait different from Cambodia? I don't think so! Cambodia will soon produce oil just like Kuwait and Cambodian enemies are salivating over the oil, land, natural resources...

I remembered during the 1960, 1970..when Thailane and South Vietname were Uncle SAM allies and when Thai army and South Viet army violated Cambodian sovereignty and Uncle SAM never said anything even King Sihanuok complained about the violation! Historically Thailane, South Vietname(disappeared), and Uncle SAM never recognized Cambodian map and I have doubt very much about Uncle SAM intention to properly recognize Cambodian map because Uncle SAM never will! Cambodia will continue to be the most unfortunate country in the world if great powers view Cambodia as a place to advance their national interest!

I really hate to see Cambodian people disappear from the world to become like Kurdish people or gypsy people and without a nation to speak from and no United Nations will ever listen to the pain and suffering! Please learn from other people mistake before it is too late and now you know why Israelis determine to have a nation to call home! Nobody can say anything to you because it is your home!

Here are some questions for stupid Cambodian leaders!
-Do Cambodian leaders want Cambodia to become a neutral country like a helpless virgin who get rape over, over, and over?
-Do Cambodian leaders want Cambodia to become another Kuwait that can afford to spend billion and billion of dollars to modernize their country and their military and make ally with great power?
-Do Cambodian leaders want to lie down and die and let the enemies walk all over Cambodia?
-Do Cambodian leaders want to be slave to the enemies for the rest of their life and watch Cambodia disappears little by little?

These Cambodian leaders have a choice and they have a choice not to negotiate with the enemies! I don't believe for a moment that Cambodia is too small or too less populated to the point that Cambodian people can't even protect themselves! The whole notion of compromising to give away Cambodia is so ridiculous! I like to see those billion of dollars in oil revenue to be diverted to weapon program whether it is big or small! Cambodia can learn a lot from Israel and Singapore and that is to have a strong military to protect their motherland, citizen, national interest, economic interest…

Here are some of the smallest countries in the world even smaller than Cambodia and these small countries can do it! Why not Cambodia?
