President of the Cambodian Appeal Court has been removed in accordance with a royal decree issued on Thursday due to her intention to receive bribe, according to local media on Sunday.
King Norodom Sihamoni signed the decree to remove Ly Vouch Leng, according to requests from Prime Minister Hun Sen and Minister of Justice Ang Vong Vattana, said Cambodian-language newspaper the Kampuchea Thmey.
The removal arose from her involvement in a bribe case, unofficial source told the newspaper.
Ly Vouch Leng had expected to get 30,000 U.S. dollars of the 120,000 U.S. dollars of bribe money pledged for the release of two men, who were sentenced by the Phnom Penh Municipal Court over running pornographic business at Hotel Chhay Hour in Phnom Penh, the source said.
She managed to help release Te Pou Ly and Sam Leng, who were later arrested again over irregularity of the case.
Ly Vouch Leng was replaced by You Bun Leng, co-investigating judge of the Extraordinary Chamber in the Courts of Cambodia (ECCC) , and she will get a new position at Ministry of Justice.
Meanwhile, police detained Chhon Pouch on Thursday, who had attempted to bribe the officials in deputy of Te Pou Ly and Sam Leng. The Phnom Penh Municipal Court will conduct more investigation of the case.

If she Ly Vouch Leng, a lawyer or Judge took the bribes, should not be she expelled from the legal profession or be indicted?
Why is she being transferred to another position? Oh I forget that the guy who is a head of the Khmer bar association named Ky Tech is also one of the criminal who is sitting on the law but breaking the law. He is an advisor of Hun Sen's wife, the woman who has committed many crimes such as killing Piseth Pilika and her involment with a green deal.
After being removed for a scandal investigation she gets promoted to Ministry of Justice! Dam i didn't know legal system works that way. The more crimes you do the faster you get promoted up.
This is a mockery of justice in the world. You know society has turn up side down when a crook becomes a judge for justice.
Only in Cambodia, where a major judge is found accepting bribes and promoted to Ministry of Justice. hahahaha. The HUN SEN justice system is CLEAR for the world to see. Come one world bank, this is a slap in the face. Come on donor country, this is also a slap in the face. While it is a slap in the face to donor countries, it is a kick in the groin......ok, a stab in the neck for all Cambodian people.
Sooner or later Ly Vouch Leng will be promoted to a higher rank, just like Dul koeun who's been promoted from one star to two stars general after he was releasing from Drug involvement.
Presently,Dul koeun is a four stars general who could not read or write Khmer language.
They are promoted because they're making money for their bosses through bribes.
In Cambodia, the first lesson any officials have to learn on their jobs is to know how to accept bribes or else his/her job wouldn't last very long.
Following the rule of law and the courts applying the law is one of the most important issues for Cambodia. Cambodia's legal system follows the Civil Law tradition like many European countries and countries through out the world, however, it will only work to achieve justice if their is a learned judiciary free from corruption.
This is called Hun Sen Law or Monkey Law. No ordinary people is above the law except the powerful man is.
Cambodian people nowaday has no respect for the leadership; especially, Royal family. This family destroyed the country and their people. It's about time to topple Hun Sen regime and royal regime. It's time to replace with the real democracy or republic system.

BY law, Cambodian police must get involve with the removal of corrupted Judges.
-If these Judges have made mistakes by careless or by incompetency, they just should sack or remove and will have to work under supervision. If they are too old, eg, 60 years or over, they should be called to retired.
-If they have received monies from any side of the party, these judges should be sent to court for prosecution.
wait a minute, how can YBL be both the Appeal President and the Co-Investigating judge for the ECCC? Is he leaving the ECCC? Won't that be a major delay in the Khmer Rouge Trials?? Anyone sensing something strange about the timing of this?

She's being transferred because this whole thing has been cooked up in order to disrupt the KRT, and for no other reason. And Hun Sen knows that given the pretext used to transfer You Bun Leng, the internationals can't say a word!
