Decreasing number of Cambodian visitors to Vietnam

The Vietnamese department of statistics claimed that during the first seven month of 2007, the number of Cambodian visitors seems to be decreasing. During the past seven month, the Vietnamese authority said that it received 2.46 million visitors, and that this number represents an increase. However, the number of visitors from neighboring countries has decreased. The department told Vietnamese news agencies, recently, that the number of foreign visitors increases by 16.2%, and the largest groups of tourists in the last 7 month come from Russia, Malaysia and New Zealand, but the number of tourists from Laos and Cambodia has decreased. The department did not indicate the exact yearly number of Cambodian visitors to Vietnam, but, last year, a high-ranking official of the Vietnamese embassy claimed that in 2006, there were 63,054 Cambodians visiting Vietnam, and 154,956 Vietnamese visiting Cambodia.

I am really wondering, those Vietnamese visitors who came to Cambodia legally or illegally? Cambodian embassy in Vietnam should release those legal numbers...and have those Vietnameses gone back home yet or still in Cambodia?

It is critically to trust government to benefit from those Vietnamese visitors?
