The top letter, written in Vietnamese, is a request by patriarch Non Nget to defrock Venerable Tim Sakhorn, the former abbot of the Phnom Den North pagoda, and the approval by Tep Vong, the supreme patriarch. The top letter was accompanying the bottom letter, written in Khmer. It is rather surprising that an official order issued by "alleged" Cambodian patriarchs to defrock a Cambodian citizen monk was accompanied by a Vietnamese translation, which is not even an official language used in Cambodia. If the story is true, the supreme patriach Tep Vong is not Cambodian The reason why there is a translation in Vietnames is because Tep Vong cannot read Khmer language, he can only read Vietnames. This is unbelievable!!! This is one case that we know. How about many other Cambodian government officers? They might also don't evern understand khmer. One of them is maybe Hok Longdy.

Another reason is that the text is written by the Vietnamese and submitted to Tep Vong. It reflects that Cambodia is not independent yet.
Viets (Yuons) are in every ministry of Cambodia today. Look at Lao today, Viet(Yuons) are ruling Lao by de facto. Viets (Yuons) in Lao came from North and Central Vietnam. How about Cambodia? The viet text is an official translation of the khmer text. It was translated for the purpose of sending the khmer letter to inform Viet communist party know thatt what Tep vong and ngiet have done in reltion to the order they have given to these monks to take care of the the dirobed monk.
