Heng Samrin, president of the National Assembly, and Sok An, vice-prime minister and minister of the council of ministers, received honorary PhD degrees from the Polytechnic University of Chamroeun, during a ceremony held on 06 September 2007 at the Chaktokmouk Theater. Heng Samrin received an honorary PhD in political science, whereas, Sok An received a honorary PhD in policy and public governance. Heng Samrin considers this diploma that he received as a super benefit among the many benefits he received since he started the political struggle mission until the present time. As for Sok An, he said that this the 5th time he received similar honorary PhD diplomas.

Sok An did not seem to be thrilled about the receiving of the honorary PhD award. He knew that the public know the honorary award does not have any accreditation and it has no value.
In his mind, he would rather receive cock fightings than that piece of crab.

The Director of this University, Mr Chamroeun, is merely a a crook.
His university is a "dirty and mystic " University without campus that easely deliver Degrees to students, most of them are Civil servants.
Chamroeun Pahu-vitya and Human Resources Universities are the CPP Backbone Institutions that receive fund from the CPP.
If you want to get PhD degree go there! Bullshit Degree!

In a country as Cambodia inwhich there are a Lot of Generals PhD. Honor Phd. Excellencies, Many Unversities Many, Oknhas...reflex the Poor& Low Education of a Country with very low Qualification both in terms of Management/ Military/Civil Education Economy & Culture....
