Khmer nationalists love Cambodia. Millions across the globe visit the online media to read, and to discuss the affairs of their nation on a regular basis. Some even visit the online media daily. The fact that we love our country does not mean that we are automatically united or brotherly loved. Decades of wars and conflicts divided us into many diverse groups. We are vicious in our political discussion.
It does not matter what we are discussing, we will end up placing the responsibility of the problems on either the Cambodian People’s Party (CPP) or His Majesty Norodom Sihanouk. Or at the end up we chastise each other.
To put thing in context, Cambodia has been governed largely by both His Majesty Norodom Sihanouk and CPP for decades only with the interruption of the Khmer Republic from 1970 to 1975 and the Khmer Rouge from 1975-1979.
The fact that the retired monarch is politically active along with CPP whose government has been marred by corruptions, both are the natural targets.
March 18, 1970, on the one hand, marked the end of an era. It was the end of the Khmer Monarchy as we knew it. The monarch who had been regarded as divine was now appearing in political cartoons regularly. The Khmer for the first was able to express their political dissatisfactions their leader freely. That trend continues up to the present day.
April 17, 1975, on the other hand, marked the beginning of the end of the Khmer innocence. The Khmer Rouge not only managed to kill most of the Khmer educated population, they also striped away our ethic and our morality. The Khmer gentility was gone forever. Survival of the fittest has become the catalyst that shapes the present social and political events.
Social civility is no longer the norm. Political discourses are no longer expressed in a civilized manner. If one listens to the political speech given by the highest level of the government and those expressed on the online media, they are very similar. They are raw and many are undisciplined and uniformed. We tend to criticize individuals instead of evaluate the ideas. We rush to brand each other as Sihanoukists or CPPists if any of us dare to rationalize a discussion.
There are those of us who expressed our opinions in a disciplined and informed manner only to get shut down by those who refuse to engage in a rational discussion.
If we are to build a democracy in Cambodia we have to be much better. We have to come the realization that Cambodian democracy only as good as its citizens. We are judged by our words and our deeds. I know that we cannot control the political events in Cambodia nor do we control any one else’s behavior. I do know that that we have full control of our action. We control what we say and what we do.
While I value the freedom to express our opinion freely, I wish that we all should do it in a disciplined, informed, and civilized manner.

No, I don't agree that we have more freedom and more democracy now than before 1975 nor before 1970. The freedom and the democracy which have either before 1975 or before 1970 not because of Sihanouk but because of the strong National institution of that time. We used to have people of full integrity and full dighity who didn't sold their conscience for monies. At present we have so many of people who have traded tehir dignity and their pride for power and monies. Before 1975 and before 1970., we don't have people like yeay Phu, Ly yong Phat, Kok An, Mong Rithy, Yeay Phann etc.. and etc.. who dare to landgrabbe from poor people. Our justice system was far better than now. we don't have daylight killing in Phnom Penh now. We didn't have people like Chea Sim < Heng sam Rin and Hun Sen who lacked all general knowledges and dare to stay in power ( Vietcong ). We didn't have people who were shamelessly to accept faked phD like these present monky. We didn't have mafias people becoming advisors of our National leadership. Vow !!! How can we compare our freedom now to 1970? At present we cannot even have our freedom to receive our full pay. Before 1970, everyone has paid according to their qualification and their skill. Each person has their minimum pay to survive, to live with dignity and pride. Once we have a job, we can save our monies for our house, our holidays and for buying presents to our parents.
Now all our salaries are all slavery salaries. Noone can relie on tehir salary to survive. But all Ministers, Prime Minister can steal monies as much as they wanted. Each of them has used their position to amasse their own fortune without considering others. A school teacher

After the fall of the Khmer Rouge, we have a hell of time finding food for ourself. Where did all the money goes? Does Khmer Rouge used money in their regime?
What about the Sarimatak Regime, for the 5 years that they ruled? Did people getting richer or poorer? I seem to remember people had nothing to eat before the arrival of the Khmer Rouge. Let's stick to the truth, shall we?

I was too young then to know the freedom and the rights of the people who had been living under previous administrations before 1970 till now. I however believe Democracy is the key to a prosperous and secure life for all. Without democracy, the people are without power. Without democracy, the people always get the short end of the stick. Their rights are in constant jeopardy and trampled upon. Justice just doesn’t come their way. Their dignity is constantly affronted. Their net income, never very large to begin with, is nibbled away until finally most of the people, whether middle class or poor suffer deprivation and despair. There is a direct relationship between democracy and prosperity for all. As democracy rises, so too does the livelihood of the people. As democracy declines, most people’s net income gets less and less.
I agree with the author. What freedom did we have in 1970? All aspect of our lives were controlled by the monarch. Everything must be given credit to Sihanouk. If you say living under one rule and in a dome, isolated from the world, is freedom then I have nothing else to say. If you have not read Dr. Tith's website, you all should visit.
Look, certainly Cambodian democracy is not like Western democracy, but we DO have more freedom. We can think and innvovate without fearing Sihanouk. To some Cambodia, access to knowledge is only a mouse click away. If that isn't freedom, I cannot think anything else.
Above commentators have suggested that people are being deprived of salary. Sure, things like this happen. But it happens in every generation and everywhere. Please don't tell me that the US government is corruption-free. Please do not tell me that all western countries experience equality.
Finally, I want to leave these words borrowed from Churchill. He said that democracy is not the best form of government. But it is the best we got. Relate this to Cambodia. Who else is better to do the job than the current government? Aren't we making progress in the last 15 years? I remember our country was so poor in the early 90's. Now, at least we are making progress.
4:03, I don't see what you said is true for China. People in China have been happy, and they have a lot less freedom than Cambodia for the last 20 years. They can't protest. They can't elect any leader, very limited press, ... and very limited freedom of speech.

You're right that the Cambodian democracy can be only as good as its people. This brings us to the question: why is there a need for democracy at all? Singapore is an extremely prosperous country, but it has been ruled by military dictatorship for quite some time.
I am a bit young to compare the democracy of 1970s and now. But for the current situation, i do believe that we do have democracy in some particular aspects and areas. However alot more should be done. The impact of civil war is still at large... After year of uncertainty, Khmer people have changed... We lost our unity, patriotism, most of all morality... We become selfish, greedy.. and so on... These are because of the poverty and bad influent from some foreign civilizations.
The corruption is the center of all the the problems... We have to stop this corruption at all cost...
I do agree that the government has made some progress over the years and i give them credit for that. But they are in power for too long now... they should step down and let the other do the job... somebody else might do the job better.
We should have democracy but i do not like the idea of copying everything from the west... We should have them as a guideline and adapt it to our own version which is suitable for Cambodian and our culture. We should preserve our culture as well.

It is an interesting article that we reflect the progresses vs democracy, and explore more about it sensibly.
Let's look at its stability of first instance,it is a balance of exercise the rights of an individual and collective rights.
Rights is served meaningful unless basic needs (foods,clothes,shelter,medication)
and social needs(education,hospitalisation,media)
are met in order to progress.
Democracy is a flexible variable,it cannot be downloaded neither from western countries nor china.It is more like precious WATER, it can be improved and allow to improve it, to serve human needs
Economy is always the constraint, but improved in order to access to democracy.Again individual economy and collective economy will flourish the growth of it.
Laws is the constant measure to manage ,to regulate and bind the safety of both individual and collective needs.Laws is a neutraliser between powerful and powerless.So laws has to be independent to exercise its goal.
Media,the agitator to stimulate,to shake off the impurities for better
democracy.Also it has to be independent within its own legality.

From my observation, Cambodia democracy is good enough. There is no such thing as a perfect democracy. No one on this planet is capable of perfecting democracy or anything. Stop trying to play God and harm innocent people. Thus, we should not waste the poor tax payer money to create something that is not currently needed.
Taiwan was a war torn island from the Japanese war, and it was developed without a drop of democracy. There was more corruption than Cambodia. There was no transparency nor independence justice system nor anything that people has been whining about. Taiwan only turned democracy in the last 8 years when they were ready for the reform.
According;y, I disagree with all those who claimed Democracy is a necessary element for development, wrong, wrong, wrong. It is too damn slow, and it will keep us in poverty forever. Everything you want to do will be impeded by opposition. Thus, you can't never develop fast enough to get out of poverty.
Finally, a meaniful discussion. To change our current government (CPP) perspectives, the Khmers need to unite in a peaceful demonstration like the Burmese did in their country. I don't think Hun Sen will order military machines to start another Genocidal Era. He is too cunning & manipulative!
This year alone many children (1-8 y.o) are dying from the HF (Dengue)fever. I have not heard any government factions taking part in taking care of the citizens. Why these governments let the children die like they are expendible commodities? Where is the moral principles of these officials?

10:55, don't tempt with the government. One of their task is to maintain peace an order in the country. You will get people kill for sure if they see the demonstration is created by a small group of minority troublemakers. These group of people has no right to intrude on majority rights that the government is protecting. You get the picture?
As for dengue fever, they have saved those that could be saved. Cambodia is not the only country that is effected by an increase in Deng Fever cases. Singapore, Malaysia, Thailand, ...., and Vietnam are all effected by it. I believe this problem is attributed to an increase in number of irrigation canals in the region, and I anticipate to see a committee to fight this issue soon.

If democracy means any thing it means the rights to be different. One can express his/her opinion freely. My forlorn hope is that if we don't tear each other apart, perhaps just perhaps, we are more productive.

-Democracy is not like some say that we can do everything we like. Democracy has rules and discipline as well to make sure that everyone is under the law and noone is above the law. Democracy is a system to make sure that the country is fully opened opportunities for business, job, education, healthcare system on and on etc..
-Full pay is a right for all people who are working. Without full pay, the regime is no different to pol pot. Pot Pol has used rice to pay for people to work. In modern day, government used monies to pay for their works. If you cannot get your full pay, then you cannot also fill up your stomach. Where the rest of monies to buy food for the rest of month? You must steal to survive. That is definitely. Without stealing, you will be left in hungry and death.

How do present Khmer leaders behave? For instance, how does King-Father Norodom Sihanouk really behave towards his so-called Kaun, Chau and Chau Tuot when the overwhelming majority of them live in abject poverty? How does Prime Minister Hun Sen really behave towards poor Khmer farmers who've got their lands robbed by high-ranking government officials? Or how does he really react to the silent but eternal cry of the whole Khmer race because the lands of their ancestors are being chipped away every single day by the Vietnamese and the Thais (two well-behaved neighbours?!?!?!)?

I view that government is the product of the national election.
It is selected to serve the needs of people and NOT to control and manupulate own people.Selected candidate should be in a high concience and awareness of country's objectives.
Demonstration is not about being against government, but demand representative and the government to take issues from collective demands and finds resolutions. Appropriate measures can be openly challenged by the opposition ,then implement those measures for benefits of citizens
regardless what faction they trusted in.
I believe we all can move on from smearing any color or party and do the best for the objective role.
May i remind that government is to keep things under control with its abililty and NOT to control by killing.

Dr Douc Rasy was our most respectable elder in the 60 and 70. He has his full integrity and dignity to be respected by all Cambodian people in the past. He was one of our Nation role model citizen for many generations. I have my full respect to this personnality. There are many people in here who are anti-democracy system which is unbelievable. That is why in our society, we cannot find harmony for all our people. People must remembered about Pol Pot regime. If you are one of Duch'victims, then you can cry until your eyes dried. still Duch has still not given you any mercy. Cambodia is a disciple of Qin since 1200 then Yuon since Sihanouk great grand parents were unborn yet in term of governance.

In english system, people who has committed any corruption will not be freed at all. I am living in Engish system for the past 28 years, I knew more English System than any of your guy. We have the best system on earth. Once a leader has found that his country interest and his citizen interest are not good under his leadership, he will resign. Everyone has their freedom to work as hard as they can to be The Top Leader of the Nation. Once they get to the Top already, they will look for their time to resign to open up opportunity for other people to get into this top job. Since 1978 until now, China has change 4 generations of leadership.
-Deng Xiao Ping and his teams have led China from 1978-1986
-Zhang Ji Yang and his team have led from 1986-1989
-Mr Zhang Jimin and his team have led China from 1989-2003.
-Mr Hu Jin Tao and his team have led China from 2003 until now.
In Vietnam, there are also many changes in the past 20 years.

Folks, I don't care what anyone say. Fact of the matter is all westerner trained Khmer leaders up to this point has been a disappointment's.
I want to switch back pure khmer leader because I have strong faith that that is what our ancestors who love all of us want. Sure Hun Sen may be inexperience in running the country in the beginning, and he made some some mistakes on the way, but it is not right to push him out and bring back the unreliable westerner trained Khmer. I am sure that is what our beloved ancestors wanted. What they wanted is for all of us to do is to help the pure khmer leader to succeed and to put him back in history once more as one of the greatest leader of all time. And because I am a fan of moral and faith, and not of science, I will do my utmost to support the wills of our ancestors.

In regard to Samdech Prime Minister Hun Sen, the most powerful person in Cambodia, and his behavior I dare not criticize. All I can say is that I wish the prime minister hear his own political speech especially when he responded to criticism. What the Prime Minister should do is comparing his political speech with that of the rest of the world leaders’ with the exception of Hugo Chavez of Venezuela and Mahmoud Ahmadinejad of Iran. Then, Samdech Prime Minister will know the behavior, the level, and the content of his own speech.
In democratic forum, political speeches are designed to persuade by using ideas and reasons to win support. Speeches that designed to provoke and to appeal to the lowest sense of human behavior that harm humanity do not belong in democratic forum.
I can still yet put up with the Prime Minister oratorical style if it can eliminate corruptions, protect our border from neighbors, preserve our rain forests, and extricate the rural communities from poverty.
As to His Majesty’s behavior, please forgive me for skipping the past and jump right into to the present time. I wish that His Majesty stop involving in political discourses and use his influent to promote humanitarian projects through out the country. His Majesty should lobby the government on a daily basis on behalf of the poor whose land and livelihood have been robbed by the rich and powerful in Cambodia. By the way, His Majesty is talented in art and music. His Majesty should put all his effort in this area. His Majesty is a natural at that. No more politics.
Enough about the leaders’ behavior, I am more interested in our behavior. I watch Cspan regularly to hear the debate and track political issues. The United States Congress is not friendly place politically. The Republican and Democrats duke it out on the daily basis. Yet, there is no political intimidation and thread.
We have a long way to go. And it also takes practice of being civility to get there. I am not sure if the present leaders hear my appeal, I have no idea. I hope that all of us with different political perspectives and all can discuss our concerns and our issues peacefully.

In khmer system, we believe if the leader has done good he should be rewarded without any time limitation. Usually, in order to accomplished this, a good leader should choose proper cabinet members dynamically as required to strengthen the nation. Thus leader at the top need not to be change, just the cabinet members from time to time arbitrary. This in effect offered better result than the westerner system and it is also contained the good moral that is needed to take the Khmer people into the far far future.

Country like Cambodia has to grow from zero to full grown through various phases, just as a baby grow to an adult. And within each phase, some of the feature of democracy is not desirable.
Right now, Cambodia challenge is to grow faster than the inflation. Otherwise, we will get stuck in one places or going backward. Thus, any feature of democracy that keeping us from meeting this challenge must be inhibited.
Once Cambodia have grown to the point where everyone get the basic care then a full blown democracy can't harm anyone, even if it fail to pass law to improve the infrastructure or whatever within 4-5 years or so, but you can't say the same thing when no one have yet obtain basic care and you are in poverty stage. At this stage you are racing against time and inflation; too many Dead-Lock or failure to pass essential law is a can be a show stopper for the nation. Here, you must be very efficient to achieve your goal. you don't need people to impede your plan because they want to win the next election ... Thus, it is important that some features of democracy that is abusable be inhibited temporary... . And when you do that you have a virtual autocracy government.

You repeated the argument (growth) I had heard in the 1950s. Its proponents, the rulers and their cronies, won that argument and eventually led the country to desaster. At the end, on 23 october 1991, with the help of 17 other countries at the Paris Conference, we resorted to democracy to solve our conflict and suffering.

On the contrary, it is the virtual democracy of the 50's that caused our destruction. Allows me to clarify: When Sarimatak (who was then voiceless) got rid of Somdach Euv (our iron fist ruler), Cambodia is no longer a true autocracy, but a virtual democracy because Sarimatak opposition voices is now play an additional voice in government, thus virtual democracy. On the other hand, had Somdach Euv alone directly led Cambodia into destruction, then I would agree with you 100%.

Democracy is a ruling and it can be in shape and form, say like human.Different in appearence is not a matter, only cosmetic anyway.
The real sense of democracy is RESPECT.Respect human needs, needs to live and to grow is the core of democracy.Abuses whether verbal, physical , psychological are prevented by respect.Human rights respected by allowing the rights to grow, physical rights-foods, clothings, shelter, medication and intellectual rights-learning not just to know but to understand.
All of these mentioned are prescribed in every context of Buddhism.Buddhism teaches us about live of both human and animal kingdom and our environment, progress of live from start to stop and how live should behaves.
Gentleman!just close your eyes and think-what is politics is all about? Is'nt in fact pro-life and manage life?.If so we then have to reflect ourself on pricipal of" YOU and NOT YOU" for the sake of directions and actions to follow.

Yeah, but fact of the matter is Democracy is only good in theory. In real life, it can be very destructive also. Therefore, what is the point of worshiping it? I say just do whatever it take to move forward as rapidly as we can, democracy or not.

Let me say, if I may that we are different to animal because we possess intellect that we can learn complex tasks and assess the tasks.If we then stop utilising our brain, it will srink and stop function.
I believe that Cambodian culture teaches us to respect, respect of wisdom of Buddha,Dhamma, Sangkha, parents, teachers...and so on.Gratitude is asense of respect and it is a two ways street, you pay respect then you get respected.
When we don't think then we turn ourself to be animal. I trust that you do not want yourself to become. But sadly you cannot see this in real life.

Okay, to sum up all of the above, I would say while democracy is okay for fully grown countries, care should be exercise in undeveloped country in order to avoid being stuck in poverty or going backward; thus, some restriction of Democracy is necessary and varied among poor countries.
