Officials at the Ministry of Education, Youth and Sport bribed their superiors to delay retirement for a further five years, local media on Wednesday quoted Rong Chhun, president of the Cambodian Independent Teachers' Association (CITA) as saying.
In a letter dated Oct. 16, Rong Chhun claimed to know of four officials who have paid 4,000 U.S. dollars each to have their retirement suspended, reported Cambodian-language newspaper the Sralanh Khmer.
The four, who would reach retirement age in 2008, are heads and deputy heads of offices and departments of the ministry, the letter stated.
Although he did not identify the officials by name, Rong Chhun listed their birthdays.
The same practice occurs in provincial departments, the letter added.
Rong Chhun requested that Education Minister Kol Pheng take immediate action against the alleged graft, saying that older officials should be retired to give younger people opportunities to serve the nation.

This problem occur most of the time in Cambodia. For example, if someone will reach the age 60 in 2009, all this person have to do is go to study Master Degree. Then it's will delay 2 years the retirement. This mean that this person will retire at the age of 62. By this way, this person can delay 2 more years, so 4 years of working (made money for wine and young girls).
Anyone here can figure out why a person at that age need a master degree ???
I don't support this way of bribery. This way is for rich persons. And for poor people it's really different. Poor people has to retire. And the money for the retirement is so low.
Anyway, I hope that Funcinpec will kick Khol Peng's ass. This guy is one of the master of bribery at the Funcinpec. Members of Funcinpec's party are so poor. One of main's reasons is the selfishness of the leaders.
If you want to be a CHIEF in a party, you must do everything to protect your members's life.

All I can see, In Cambodian, acting like Mr Ok Socheat never get paided. This man would like to help so much Cambodia, the reward is the foreigner blasting THE EX FIGHTERs AT THE BORDER IN THE 80S. Now, They applaud Sam Rainsy, not knowing that the father of Sam Rainsy has beaten his wife at Ambassad of England. At that time, Sam Sary was the ambassador of Cambodia in England. I think even Sam Rainsy doesn't even know this information.
I think cambodians would like to rehave K-5 (Cor 5) installed by Xen Xamrin.
I am not aware of any law forcing any one to retire. Why do they need to bribe. I can't make a logical connection here. Can someone help me out? Sralang Khmer is not a reliable source.

There are plenty of tricks of corruptive act.Simply stealing from paper works;ie exploding in figures spared for scam-stealing style, give and take in return-agreement style,bribery-buying style,use of gangsters-threatening style,killing-Hit and run style... possibly more,however these acts are continuously executed by someone with education due to their ranking.It is indeed exercised by OFFICERS.Corruption don't look too far,just right under your arm pit.That is why CORRUPTION LAWS is so hard to achieve.It is a BRAVE act that intellectual sticks to moral codes(professional conducts).
Thank you for raising and monitoring these corruptive pratices.
Buddhism now is becoming a blunt instrument and manupulated for corruption.
So understanding Buddhism and ETHICS should start from young,and
is introduced to curriculum right from starting college (high school).
