A source claimed that 4 Khmer Krom monks who were threatened by the local authority in Mongkul Borey district, Banteay Meanchey province on Saturday, and accused of conducting activities to serve the US-based Khmer Kampuchea-Krom Federation in the world (KKF), are currently in hiding in the villagers’ houses in order to evade their upcoming imminent arrest.
Venerable Thach Kong Phuong, one the 4 targeted monks who are all currently in hiding, told RFA by phone from his hideout that he is very scared and he called on national and international human rights organizations to help resolve the accusations leveled by the authority them because they did not perpetrate the activities which they were accused of.
Ven. Thach Kong Phuong said: “I am extremely concerned … tomorrow, I will leave for Phnom Penh. I don’t know how safe it will be. They (authority) did not issue an arrest warrant against me yet, they said that 3 days after (their warning threats) they will come to arrest me.”
Regarding this issue, Ang Chanrith, the director of the Khmer Kampuchea-Krom Human Rights Defense Organization (KKHRO), provided information about the latest situation of the 4 monks: “The four monks have fled to stay in the homes of the villagers whom they know, for their safety sake, and they could flee to Phnom Penh to look for safety.”
The 4 Khmer Krom monks went into hiding after the local authority, the local cult official, and officials from the Banteay Meanchey province questioned them, and threatened to arrest and defrock them if they do not leave Wat O’Andoung pagoda, located in Banteay Neang commune, Mongkul Borey district, Banteay Meanchey province, within a 3-day period. The four are accused of disseminating KKF propaganda in order to undermine the solidarity between Cambodia and Vietnam.
Ang Chanrith said that human rights NGOs and associations will send 6 delegates from Phnom Penh to Mongkul Borey district this Sunday, in order to help intervene with the local authority to stop the arrest threat made against the 4 monks.
Sun Kim Hun, the secretary of state of the Cambodian Ministry of Cult and Religion, said that the local cult official and the pagoda abbot should review carefully about the truth on these accusations.
Sun Kim Hun said: “If the abbot reviews it and says that everything is fine, then there is nobody who can accuse them (the 4 monks). This depends on the abbot.”
KKHRO activists have compared the threat and the measures taken by the local authority (against the 4 monks) to be similar to the arrest and the defrocking of Monk Tim Sakhorn, the former abbot of the Phnom Den North pagoda, located in Takeo province, at the end of June. Monk Tim Sakhorn was also accused of involvement with the KKF and of undermining the solidarity between the communist Hanoi regime and its client-regime in Phnom Penh.

CPP and Khmer Kampuchea Kroms
Khmer Kampuchea Kroms are indigenous people who are originally Khmers and they are recognized by the Cambodian constitution whenever they are arriving Cambodia land.
Vietnam has taken profound advantage in cooperating with CPP to deprive Khmer Kampuchea Kroms. Vietnam has potential to get support from CPP in depriving Khmer Kampuchea Kroms through following factors:
1. Vietnam has used policy of cooperation with their former lackeys, the CPP, and their leaders, to maintaining influences and interferences internal politics of Cambodia. Many social, political and economical agreements have been signed by both Hanoi and CPP to strengthen their forever friendship without concerning neutrality and sovereignty of Cambodia.
2. Vietnam's effective mechanism to maintaining their former lackeys in place is to force CPP's elites to sign friendship agreements in all fields and institutions in Cambodia.
3. Through such traditional friendship and several treaty agreements, Vietnam has ensured that their interests inside Cambodia and their former lackeys cannot release themselves from political orchestration inside Cambodia especially to deprive Khmer Kampuchea Krom is effective.
4. Vietnam is smart to use the pretext in maintaining relationship and bilateral cooperation with CPP to protect security and interests of both countries by marginalizing Khmer Kampuchea Kroms.
CPP is considered as Khmers who have tremendously worked for Khmers and their nation, so what measurement that CPP is dealing with Khmer Kampuchea Kroms like nowadays? CPP should have their own political designation to deal with Khmer Kampuchea Kroms. CPP should not lower themselves and step on their political identity to follow Vietnam by depriving Khmer Kampuchea Kroms.
Doing so CPP is serving as:
1. CPP is opposing Cambodian national constitution.
2. CPP is considered totally as the ongoing lackey performer for Vietnam. This total lackey playing was fully performing during 1978-199.
3. Khmer Kampuchea Kroms are Khmer, so when CPP is helping Vietnam depriving Khmer Kampuchea Kroms, it means CPP is depriving Khmers all 13 millions inside Cambodia.
4. CPP is the government leader who is controlling an independent territory, but when Khmer Kampuchea Kroms have been depriving freely inside Cambodia, it means CPP has no power at all to maintain Cambodian national interests and her integral sovereignty.
The case of Monk Tim Sakhorn and this recent intimidation to four Khmer monks (not KKK because they are living in Cambodia) are underscoring the hard talk of sovereignty, integrity and independence of Cambodia while it led by CPP (former Vietnam's lackey).
All Cambodian people are feeling insecure and uncertain through current CPP's political standing with Vietnam especially the mechanism to deal with Khmer Kampuchea Kroms.
The solution is simple: many elite CPP's members, opposition parties and Cambodian people have seen this deprivation of Khmer Kampuchea Krom inside Cambodia as a harsh danger to the security and independence of Cambodia.

Well, there is no problem with Pol Pot's differentiation among Khmer. The problem is Pol Pot's tolerances, that is Pol Pot only tolerated with poor Khmer peasants, and the rest is unwanted. On the contrary, we tolerate all sorts of Khmer. That is why we welcome many refugee from Vietnam, and all we wanted is that they don't create tension in the region. Differentiation always leads to intolerance.
What tolerance that Cambodian present government has, when they are banning all demonstrations, they are sensitive of public expression, freedom of opinion, and especially Hun Sen leadership is sensitive with all issues relating to their boss (so-called Cambodia-Vietnam Lasting Friendship Maintaining).
I can tell you that, there are different in political degree but not different in political nature between Pol Pot leadership and Hun Sen leadership.

You like to stereotype and discriminate Khmers who are critically influenced by some outside environment as being brainwashed. Though they are living abroad and affected by new environment, but their Khmer mentality somehow has advanced more progressive than Khmers inside the country. However, differentiate or stereotype Khmers is the building of intolerant society. But government may use tolerance to hide its brutality from their differentiation.

The government serves non-native citizen too, but they reserved the right to revoke their citizenship if they committed a certain crime. A lot countries does this, not just ua. Thus, we are not violating any rule of law by deporting KKF agent monk (Ah Sakhorn) and more agent monks to follow soon who spread hatred propaganda in Cambodia against our law and foreign policy and jeopardizing our national security and peace in the region.

It is nature of Hun Sen leadership that authority can revoke Cambodian people citizenship without depending on national constitution or law procedure.
The excuse of security is being used as well during Pol Pot to kill or torture Cambodian people as affiliated with CIA.
However, Pol Pot is somehow better than Hun Sen because Pol Pot didn't sell his head or acted as a lackey by sending his citizens to be executed by foreigner.
Tim Sakhorn has Khmer citizen, so when he is forcefully defrocked and sent to be sentenced in Vietnam; this act of authority is violating the Cambodian national constitution. USA sent any crimes only with first murder degree and it passed by law procedure.
Tim Sakhorn is not first degree murderer, he is innocent, and he is sent to Vietnam without having any law procedure in Cambodia.
