Beg, beg, beg: That's all Hun Sen can do

Cambodia asks China, India, Japan to help improve rural projects

PHNOM PENH, Nov. 27 (Xinhua) -- Cambodian Prime Minister Hun Sen said Tuesday that he had asked China, India and Japan to help with the rural infrastructure development of the country.

Hun Sen said that he had asked China to provide a grant aid of 55 million U.S. dollars to build a 128 km road linking O'pong Man area of Stung Treng province to provincial town of Ratanakiri province.

"We discussed it with the Chinese side in a meeting in Singapore," Hun Sen said at a graduation ceremony for about 580 students at the National Institute of Education in Phnom Penh.

"In the near future, I will go to India and sign with the Indian side to get 35.5 million dollars in aid to build an electricity network from Kratie province to the Lao border, and the finance will also spend for restoring irrigation system of the Stung Ta Sal river and buying water pumps," he said.

In addition, Hun Sen said he had also asked Japan to build and monitor the roads 76A and 78A which lead to the heritage triangle area bordering Cambodia, Laos and Vietnam.

For sustainable development and brighter future of Cambodia, all Cambodian leaders must be aware that Cambodia cannot depend on foreign aids forever. Since 1993 to present, Cambodia should decrease the amount of foreign aids and rely to support national self-reliance.

Foreign aids worsen Cambodia at least following two points:
1. All aids are having strings attached, though those strings are both good and bad, but Cambodia should not play their political role as a lackey or puppet.
2. Aids cannot ensure long term survival of Cambodia. Also aids without having effective management like present Cambodian government is only worsening the economic growth of Cambodia.

Cambodia should boost herself to become an aids provider, not aids receiver. Take a look at Japan, US or other civilized countries, aids are welcome for the sake of generosity, but their leaders have never appealed for aids. For example, the natural disaster of Katrina in US, US's leaders didn't appeal for aids from foreign countries at all. This is their integrity that they have to try the best to help themselves.

Cambodia has potential to have self-reliance by enforcement the rule of law and change leaders if present leaders don't change their attitude and disadvantage behavior.

If Hun Sen can do let him do. The money he received he will spend anyway. He took the money and pay his body guards. The body gards spend with his family and buy stuffs from sellers. Sellers get the money and speny his money to buy goods from peoples like rice. Farmers sell rice and get money. It goes around and around

The Royal Government of Cambodia is The Beggar Government.
These Crook government have no plan to develop their country.
All they can do are meeting to beg other countries to operate their government, and to oppress their people, such as stolen land from the poor, briberies, thugs etc....

With the current system, Cambodia has no choice but to beg for foreign aid. The tax system is insufficient. Corruption has taken what otherwise would be tax money from corporation into the hands of the few. Land are not taxed, so rich people can sit on a plot of land without getting taxed. Revenue comes from taxes, and the government doesn't know, or want to implement a proper tax system.

Revenue from government comes from two sources: taxes, especially business tax; and government bonds. Cambodia is a long way to achieving these two goals. The one person who tries to implement a tax system was Sam Rainsy. He didn't garner any support from the opposition and corrupt companies.

Stop lying, you moron (2:30). The US did begged for help from outsiders for the Katrina tragedy.

And I remembered Cambodia offered a sum of 40,000USD (20,000 from the government, and 20,000 from the King), but I doubt that any victim saw a penny of it with the rampant corruption in Louisiana.
