Phnom Penh - The Cambodian government plans to set up the country's first methadone clinic to help drug users kick their addiction to opiates, officials said Thursday. The director of the Ministry of Health's hospital department, Sann Sary, said the project is expected to get off the ground within six months to a year, and will be based at a Phnom Penh hospital under the auspices of the government.
The project is estimated to cost 100,000 dollars in training and infrastructure costs to start up, according to World Health Organization (WHO) technical officer Graham Shaw. WHO is lending technical support to the project.
Despite a relatively small number of injecting drug users in Cambodia, officials have noted a rapid recent increase and Shaw said there was "a clearly identified need" for the treatment. Methadone is a heroin substitute used to treat withdrawal symptoms.
"This is only a start but it is a crucial factor in the continuum of care for injecting users of opiates," he said.
Methadone is itself addictive and the project will initially operate from only one government hospital under close supervision.
Shaw said China had experienced success with methadone, and Malaysia, Thailand and Vietnam also had clinics, preferring methadone treatment to newer drugs due to its longer track record in preparing patients for detoxification and ultimately rehabilitation.

I don't fully agree with government using the taxpayer money to setup clinic for the illegal drug addict. I would used the money to expand the prison, and just throw their asses in there until they stop breaking the law, period.
