Samdach Akkak Moha Sena Bat Dey Dek Cho Hun Sen explained about the cancellation of the visit by the Burmese prime minister to Cambodia. His explanation was given during the ceremony for distributing diplomas to students from the Asia-Europe University on 14 November 2007.
Hun Sen said that, in the past few days, it was reported that “Burma’s PM planned to visit Cambodia, but he canceled it instead.” He said that, on this issue, there are some who commented that the cancellation was probably due to the fact that Hun Sen criticized Burmese Junta leaders who ordered the repression on the Burmese protesters.
Hun Sen added that the current Burmese PM was the former standing PM. The former PM died and the standing PM was nominated as the full fledge PM. As an ASEAN custom, those who become a new prime minister or president must pay a courtesy visit to all ASEAN countries. Then, Burma’s PM proposed a visit to Cambodia on 10-11 November, during his visit to Vietnam and Laos.
Hun Sen said that: “We told the Burmese PM that this period coincides with our national holydays, both the PM and the King are busy, and our armed forces and government officials are off also. Therefore, we asked for the indulgence from our friends, and delay (his visit) to another time. Furthermore, the 10th [of November], it is Hun Sen’s habit of taking a day off, I am going to Siem Reap because on 10 November, it is the most painful day for my life, as a father, I asked to take my son to bury, but they wouldn’t let me, so it is very painful, that’s why I can’t work on that day.” Hun Sen added: “This is the reason, it is not like people commented.”

Well, a few millions dollars that we got for criticizing the Burmese from Japan ain't enough to lower the price of gasoline, but enough to make clean drinking water for the country for about a year though.
