Hun Sen promises to resign if he cannot fire the father of young hoodlums who race their cars on the city streets

Phnom Penh – Samdach Akkak Moha Sena Bat Dey Dek Cho Hun Sen, the prime minister of the kingdom of Cambodia, issued a renewed warning to the Phnom Penh city governor (Kep Chultema) saying that if he cannot rein in the kids who race motorcycles and cars (in the city street), he shouldn’t be a governor anymore… Hun Sen issued this warning in the afternoon of 07 November, during a conference to evaluate the education work and sports for the youth 2006-2007, and the setting of the goals for the school year 2007-2008 at the in the National Institute of Education.

Hun Sen said: “Some kids have all the time they need, and they even have the money but they turn around and race cars and motorcycles instead, and in doing so they create unsafe problems in the past few days, such as the incident which occurred near the Chea Sim park next to the Hun Sen park, where police officers sometimes arrest these youngsters and call in their parents… To be safe, when the parents arrive, hold the parents there and report the case to me. Children of poor people are studying very hard because they have no car, no motorcycles to go anywhere, to race with others, sometimes they have to hitch a ride with someone else. Only children of the powerful own cars, motorcycles for racing, they even went on to threaten government officials who are protecting the street traffic order also.”

Hun Sen took a measure by ordering police chiefs, military police chiefs to work diligently not just in Phnom Penh but also in all provinces and municipalities. Hun Sen pointed out that: “The other day, the son of a general … who had a very nice car, and he used it for racing (in the city streets). During the race, sometimes problems occur, and it ended up as problems for the parents, this is because these parents love their children too much. You should love your children, but you shouldn’t give them free rein like this. Now, you (police) should strengthen the order, and you should work to win over this, I don’t believe that you cannot win over this. If some parents are arrogant, report them to me. In the past, you hid them from me, and you do not dare report them to me.”

Hun Sen severely stressed: “I will fire (the parents) for you to see. In the past, you do not want to report them to me, you are scared, so how can I control all the issues that happen. You hid them, I also have a device to listen to (police communication) radio, and I know about the sons of this personality or that personality, you(?) close your eyes sometimes, the police officers said that one youngster went to this street, and tell their colleagues to look for another youngster at that street… this youngster is the son that personality … let him go… Therefore, the parents shouldn’t give too much free rein to their children. I am calling on parents and tutors, what I am saying is not to make the parents look bad, or the children look bad, but I want everybody to good, both the parents and the children. If the child were to be dead, injured, incapacitated, who would suffer? It’s the parents, therefore, we should know how to love our children.”

Hun Sen sternly warned: “Mr. city Governor (Kep Chuktema) pay attention, you shouldn’t just take measures for a short period of time only when the prime minister yell out. This is what I usually see happens, when the prime minister yell, you would take measures … and when the prime minister stops yelling, you stop doing it, you should take measures like the rain constantly pouring down. In some instances, the police officers would remove the front wheel out (the arrested motorcycles), because they (youngsters) are riding only with one wheel, but when the parents arrive, they order the cops to install the front tire back, and order the police officers to apologize to the youngsters on top of that. But you (police officers) do not dare report these cases to me, if you were to report them to me, I will fire the parents immediately, if Hun Sen cannot do that, I will resign.”

Hun Sen also called on “schools, parents, the community and all levels of authorities to participate in this issue, to do whatever they can so that our students and our youth become good, we don’t want any accident, and if they (youth) become better, they can be happier as well. This issue does not concern just the city only, but it concerns all the provinces and municipalities which must listen, in particular at the commune levels where the population is voting, the voters pay attention to social order. During the election campaign in the past, we (CPP) talked about safety, social order which constitute one of the topics in the election campaign. (When) problems occur at the commune levels, these actions should be taken, the police stations are there already, therefore the problem is whether they act on it or not…”

The election draw near; we usually hear promises from HunSen, isn't it? He should get in a crib, sucks his thumb, and make Live speech on National TV! I don't think he ever have remorse over his empty promises.

Hey! It is election time and you should know that our beloved Samdech Hun Sen just say things to make him look good! Oh yes! He looks good alright!

Honestly! The fucken traffic issue is a major problem for all Cambodian people and the traffic accident is only second to AIDS which cause more death and destruction in Cambodian society!

Our Samdech Hun Sen never have the will power to solve such issue except issue a stern warning! I need to see some more enforcement and some accountability on the part of the law enforcement, the government officials, and the public!

Please remember that it is impossible to catch all the bad people who break the law but it is possible to pass the law to hold those people who break the law accountable for their action!

Hun Sen frequently makes an empty thread against the powerful officials's children who intend to break the law and order in the society. Now we want to see a real action against those gangsters. To do so, Hun Sen doesn't need to make any more empty thread but to strengthen and empower the police authority and the court system in order to prosecute those anarchic people regardless whom they are. To ensure every citizen has equal rights infront of the law is more effective than to make a thread. Now we have all means to execute the law--police, court, military police, and lawyers-- just try to function them properly. In a democratic society, the leaders always promise to combat criminals and gangsters by providing more fund, equipments, and training to the law enforcement; they never make personal thread to the law breakers. Why doesn't Hun Sen do so?

Ask them to respect the law and not to use their position/power to supress others and that including you.

Firing parents without any due process of law? Is it dictatorship? Is this the way to run a great country?

The police should do their job: arrest people who brak the law, gather all evidence and send them to court. Let the court punish them.

If the law says that the police can fine the offenders, then they should fine them.

The police should enforce law without fear or favour.

Their superior, including the pime minister, and the public should support and reward the police well for doing their job well.

Only the due process of law or the rule of law can ensure just solutions to that kind of problem. Arbtrary measures can't.

Besides, how much do our police officers get paid a month? Perhaps less than a bottle of wisky their superiors, or some of them, drink.

Hun Sen's measurement to eradicate youngsters are popularized politics to attract more votes from Cambodia.

Hun Sen said it in order to get two benefits: 1). more loves from the people who don't understand the due process of law, 2). to boost more cruel activities in order to intimidate Cambodian people during election.

This Hun Sen's empty promise will be no different to the other of his promises. He promised that he will resign if he cannot stop illegal logging. Illegal logging continues and he is still the PM. He promised again to resign this time. Everyone knows he just try to show off. If he want to resign over hoodlums he should have resigned since 2003 when his nephew did a drag race, caused an accident, stopped the car and sprayed too many bullets which killed 3 innocent lives. He did not resign. So this promise is an empty promise again. To make anymore promise sir....

Dr. Lao, if you haven't notice already, there is no true due process in Cambodia. The rich and powerful are the law. Judges are simply there to enforce what the rich wants.

Dr. Lao, "no one above the law" is only possible in hollywood movie or in text books or in story books.

In real life, there are always some people who are above the law, and just because you don't see it, doesn't mean it doesn't exist. Keep in mind, there is no perfect system.

The rule of law, including the principle that nobody is above the law, has already been enshrined in our constitution (art.49.

The King, members of the government, members of parliament and senators, all have taken oath to abise by the constitution and the law of the land.

If they violate the constitution and the law, first, they are liars, secondly, they commit an offence.

LOL, Dr. Lao; Who among us, rich or poor, never committed any sin against God.

Does it make any difference whether the "nobody is above the law" principle is in the constitution, textbook, ..., or Youtube.com? It is still a principle, not a reality.

But seriously, I think you are a bit overconfident with man made laws or legal system. Really, it is not as good as it is painted to be when it come to real life.

Obviously, one of the weak point here is that all laws are interpretable and can be amended to favored a certain class of people or corporation; that act itself is an act above the law if you really think about it. Moreover, many of us don't think much about a judge being above the law, but many of them are. Accordingly, the person who appointed judge/s is also above the law. Try to prosecute him for something according to the law, and your chance will be none whatsoever because they will interpreted and manipulate the law to exempt that person from being convicted ... .

Why can you just admitted that we are not God, Dr. Lao? We can't create a perfect system, or never will. After a certain point, you try to tweak something in our law to improve it, but you will always produced bad side effect in other part of the law, and that is what it all boil down to in the end.

I have the same wish as you do, Dr. Lao, but it is only a wish, nothing more, nothing less.
