BERLIN: One in every four people has been asked to pay a bribe to the police, and political parties and parliaments are the most tainted by corruption, a Transparency International study released on Thursday shows.
The poor are targeted for bribes in both developed and developing countries, according to the watchdog's Global Corruption Barometer 2007.
The study "has made it clear that too often, people must part with their hard-earned money to pay for services that should be free," said Transparency International Chair Huguette Labelle. "And they do not see enough commitment when they look to their governments and leaders."
The study found that the countries with the highest level of petty bribery, with 30% of respondents reporting paying bribes, were Albania, Cambodia, Cameroon, Macedonia, Kosovo, Nigeria, Pakistan, Philippines, Romania and Senegal.
By region, Africa experiences the most demands for bribes, the study found. The poor are hit hardest by petty bribery as they are more likely than those from a high-income bracket to pay bribes when seeking services.
And, Transparency said, that rule held true regardless of whether respondents were from richer or poorer countries. Telephone and gas providers were the least likely to demand bribes, while the police were the worst offenders. Twenty-five percent of respondents who came into contact with the police were asked to pay a bribe and one in every six reported that they ended up paying a bribe.

In the past it was really difficult to enter this school. But now it is becoming easier because they take more students.
In Cambodia, we should have a famous and selective national school to create the elites of the nation for the master degree.
Corruptions can be minimised by increasing public servants income to a liveable level. must have Every single person of Cambodian citizen must apply for a tax income number. Each company also has their taxable income. If Sam Rainsy party win the election, this party must first redundant many of military leaders who have no soldiers into civilian. The government must reviewsw all income made by all Okhnas during the loast 15 years under corrupteed regime and to review all their properties owned by these Okhna. The Government must confiscicate all properties owneed illegally by these Okhnas. All Okhna who have committed illegal actvities should be revoked their honor and be banned them from running a company again and be banned them from driving good cars, living in good hoand from eating in restaqurant( laws for corrpted directors). From 1993-now, most caqmbodian laws and cambodian leaders have committed what we call conflict of interest and have broken their own laws.

Conflict of interest!!Most leaders have bought lands and have inflated their prices to sell to investors. They have acted at the same time both as public servant and as land dealers.
They have broken their own laws. Eg. All income earners who have earned more than US$ 400 per month must pay income tax. How many of them have paid these taxes?
-THe minimum salary for unskilled workers working in the factories is US$ 45/month. But the government has paid less than $US 20 for a high School teacher, less than US$ 50 for an enginneer.And less than US$ 5 /month for a house maid. What is a joke to set up these labour laws?
That is why, I appeal to all authority to pay all public servant according to their skill and to their degree to at least to the liveable level to avoid corruption. Areak Prey

To self-sufficiently support to our economy, our country need to collect enough taxes for our own budget. In the past 15 years Cambodia has rellied heavily on foreign aids to supplement our own budget of 1.2 billions dollars a year. From these budget, we can see that all salary paid to our ordinary public servant a salary which is worst than a prisoner. Each people has received a salary which they can live only 5-9 days and after that they have to rob or to beg to survive. If not they have to corrupt openly without shame for survival. In every country, only taxing the rich, the country can collect the monies to build all their infra-structure, their armies and all their budget needs for other important development of the country. Each poor people is barringly survive from their small income. Each Government cannot rellie on the poors to pay taxes. They are just living to work all the hard work for the rich. They have contributed to their National economy through their hard works in their paddy fields, their factory works, their physical work. The taxes from the rich were juswt a small part from their profit. Without corruption from all corrupted ministers, powerfull authorities, all the rich one are very happy to contribute their taxes to the Nation. Only with this kind of economy, all citizen can enjoy their harmony from their society.I am not serious with all the rich people. THis kind of taxation is called graduation of taxation which is very successfully adopted by western world. Cambodia has never adopted this kind of taxation but indeed has adopted with only very radical politic which has treated their own people as slaveries. It is time that Cambodia should learn how to distribute national wealth through these taxation policies which mean the rich pay bit more tax and the poor pay less. I know that this year CAmbodia budget is 1.5 billions a year which has increased of US$300 millions but how much we need from foreigns aids for this budget? Last year, with 1.2 billions, we have foreign aids of US$ 690 millions of foreign aids. How long the foreign country will tell Cambodian Goverment that enough is enough!! You must surive by ian ch we cwyourself? Even 1.5 billions dollars a year is far less than a budget of one minitry in NZ. In NZ, they have a budget only for one health ministry for a population of 4 millions people , 12 billions dollars a year. How do you feel about this figure? After spending all our public servants with high salaries, our Government has still a surplus of 9 billions a year with a population of 4 millions OK. Talking about a real planet and a wrong planet, it is you, yourself who is living in a wrong planet ( It is a hell on earth ). I lived in a paradise for many decades already. 11:39, the international aids is included in the budget. our tax revenue has been only about half of the 1.5 billions, and we still needed it until 2020. That is when our economy will be about double of what we are today. From that point on, we no longer need international aids, and we can start to cut it slowly over a period of 4-6 years or so or the international community will do that by themselves. I don't think they will continue to give us full aids after 2020.

If I run Cambodia, Cambodia will not need foreign aids from second term already. I can also guarantee of paying people with liveable level of salary. THe failure of Cambodia was that Cambodia was ran by a bunch of Kancheu Tlouss ( mismanagement). At the same time, I can build many roads, many houses for the people suffered by the wars . We must share our job between local governments and National government. Each of us must run our own budgets and our own services. We collect differents taxes, levies, fees, permits, licenses etc.. and etc..
We must redundante all military chefs into civilialy positions. We keep only one star military chef the most with 100,000 soldiers. They will be in the baracks and working in building roads, community housing etc... Each local government will be reduced to only local development staffs only and carry no policemen.
All National services will be ran by National Government through all ministries. There will be no coffee au lait between these job. THere won't have any destruction of the forests at all.
After 5 years, we must have a completed decentralised power from National to local. In every local developemnt, local people will decide what kind of city,wWhat kind of community they want to live in.
Look at China !!! They have started to rebuild their country only after 1990. Now they have more than one trillions dollars in foreign reserves. ON top of that, their citizens are celebrating harmony every day. THey do not need to have a strong man like Hun Sen but a true good leader.

China has fully liberated by reformist of Deng Xiao Ping from 1978. He has set up special Zones to reform China into a real industrial Nation from 1980 but can only succeed until 1990 under President of Zhang JinMinh. Cambodia must send all of these mediocre generals to civilian to avoid them from destroying Cambodian forests and from trafficking all drugs into Cambodia. We must send them to jail first and re-establish a new generation of New armies with degree and with nationlism.

As for successfully removing Saddam, indeed the US done that, but that wasn't the whole plan, and you know it. They also planned to make sure that Iraq will not be used by terrorist against the US, but God know when will that plan will be successful.
