The Cambodian justice system has failed. Despite the UNTAC intervention and 15 years of aid to legal and judicial reform, in 2007 the primary functions of the courts continue to be to:
- Persecute political opponents and other critics of the government,
- Perpetuate impunity for state actors and their associates,
- Protect the economic interests of the rich and powerful

Of course not, US envoy reads Vietnam's lips and Hun Sen's nightly whisper. When do they ever listen to NGOs?
I am sure they read it and they know it's all political bullshits. So they tossed it out of the embassy's window.
They need the jobs. What else do they care? USA is paying lips service to the people of Cambodia when they are talking about promoting democracy and the rule of laws.
that's right. that is how these rich government works with their NGOs. They need the relationship because they profit from it, if they say something bad, they get risk of being ban from their host country, then they make no money from their own country. Unfortunately that how they work, i been told first hand from these people.

Sounds like a win-win situation for all then; that is the government is happy, the ngo is happy, and the people that the ngo helped is happy. What else can anyone asked for?
