Hmm ... there is something fishy in the picture here. I can see green plants growing on the dirt wall by the start of the fence. Maybe it's just some bushes that got caught on someting, who know.
In this case, I would build a vertical concrete wall to protect the rest of the land. And if the current of the river is high I would also add interval of suport beams at 40-50 degree angle to help hold the wall in place in anticipation of crack causing by the earth surface movement with time. Or simply do what we did in the Bassac river by the royal palace.
