Human rights defense organizations are very concerned about the plan by the city of Phnom Penh to bring in a large contingent of armed police force to put down and evict villagers who refused to leave their disputed lands in the Dey Kraham zone.
Licadho issued a statement on Wednesday, saying that based on numerous sources of information it received, the Phnom Penh city authority plans to bring in a large contingent of armed police force to put down the Dey Kraham villagers on 23 January morning. However, because the information was leaked out, that is why the cops have not been seen yet, but they could come by the end of the week, or at the beginning of next week.
Licadho is very concerned about the Phnom Penh city authority’s plan to put down the villagers, and it believes that this action is illegal because the Phnom Penh municipal court did not provide any decision yet on the complaint brought up by the villagers regarding this land dispute. Licadho said that if there is any order issued to put down the villagers prior to a decision is being made by the court, such order is a violation of the law.
Licadho added that the private 7NG Co. which is the contesting party in the Dey Kraham area, used to officially announce that a number of the Dey Kraham villagers refused to get out because they live there legally. Therefore, Licadho believes that the 7NG Co. must negotiate with all these villagers, and the latter cannot be retaliated nor chased out.
Licadho called on the Phnom Penh city authority, and the 7NG Co., to cancel all plans to put down and evict the villagers from Dey Kraham, and that 7NG must negotiate to end this land dispute peacefully.
