Prime minister Hun Sen criticized UNTAC (peacekeeping force) which came to Cambodia in 1992, and spent $2 billion, but did not resolve the peace issue for Cambodia, and instead, Cambodia has to resolve the peace issue by herself. To the contrary, UNTAC left behind the AIDS disease in Cambodia, and it stayed here until now. During a speech given at an inauguration of a building in Battambang province, on Monday, Hun Sen said: “The most UNTAC left in the Cambodia was the AIDS disease. They spent $2 billion, but when they left, the Cambodian factions were still fighting each others,” and Cambodia had to resolve the peace issue on her own.

I heard of AIDS cases already in 1992, befofe the arrival of UNTAC. An international NGO worker came to lobby Son Sann's Khmer People's Liberation Front (one of the anti-Vietnamse resistance group, then already moved to Phnom Penh with which I was working) to raise the issue with the Supreme National Coucil of Cambodia and UNTAC with a view to taking measures to prevent the disease. She (I cannot remember her name) said that several cases of AIDS had already been suspected at the Russian (now Sihanouk) Hospital.
Perhaps there is still a record of those cases.
I was not surprised at the time after old friends had taken to Svay Park prostitution village (some 10kms away northwest of Phnom Penh along Highway 5 near Prek Phnoeu), and other places along Tonle Sap river bank and the dike (Tumnub) behind the Royal University of Phnom Penh (for young wives of soldiers at the frontline!). I remember vividly I was then introduced child girls (Vietnamse) aged 14, 15 and 17 (the best of the house). After that "sex tour" (I could not have any though- how could I?) I very much felt that part of our tragedy, so much so that I got UNICEF to invite a Thai anti-sex tourism group to come and help. At a meeting in Malaysia in the same year, I privately raised the issue of young Vietnamse girls being trafficked into Cambodia for sexual exploitation with the Vietnamese ambassador to Malaysia (I had a bitter confrontation with a Vietnamese ambassador to Cambodia at the Paris Peace Conference). I requested that Vietamase ambassador to get his government to take action against such human trafficking from Vietnam to Cambodia. At another meeting in the same country, I again privately raised the same issue with an advisor to the Vietnamese prime minister at the time.
Our prime minister is very hostile to the UN because this world body did not recognise his regime in 1980s. He seems to want to discredit the UN as much as psossible in order to legitimise the Vietnamse-installed regime.
What would have happened to our nation without UNTAC? It is very likely we could have continued fighting to the last man. How about some UNTAC money and jobs that went to Cambodians at that time? How many had their houses (villas) rented to UNTAC personnel? How many had jobs with UNTAC? Did they not get better pay than working for the government? Was it not good for an entire nation to be exposed at each doorstep well-meaning people from all over the world who had come to help it? A few of them did lose their lives in Cambodia. How about the civil society UNTAC created? How about UNTAC law (penal law and procedure) that has been in force and used since then?
We should have turned UNTAC personnel into our honorary ambassadors after they had returned to their homelands.
The hostility to UNTAC can give our nation a very bad name. We could be seen as an ungrateful nation ("un peuple ingrat" as some knowledgeable French people have seen us). How would the 18 nations that created UNTAC feel? How would Yasushi Akashi, General Sanderson, and the rest of UNTAC personnel feel if they were AIDS/HIV carriers into Cambodia? How would their wives, their children, their friends, relatives and colleagues - their nation - feel? If our prime minister was one of them, how would he feel if he himself, or his father, or wife, or relative, or friend, or colleague, was accused of bringing AIDS/HIV to contaminate a long suffering nation like Cambodia, when he had offered his service to that nation?
Next time, if we are in trouble again, who would like to come and help us then?
Our nation would be better off without such hostility.

Don't know if they brought AIDS, it is everywhere, but there is a small grain of truth in this. That is why UNTAC is starting to deploy female regiments. Women don't tend to go to a war-scarred area, where people are wounded and starving and say "hmmmmI'll bet I can get that 11-year-old-girl to suck my &^%$ for 2$ because she is starving. Glad I'm a woman. As for commenter 2:43 come meet my sons and talk that trash about Khmer women, see if you have a tongue left to do it again, coward.
