The new traffic law which came into effect, has not put into use yet, however, traffic police indicated that fines issued to traffic violations based on this new law could come into effect soon, after the public is informed about this issue first. Tin Prasoeur, director of the land traffic of the Phnom Penh city police office, told Rasmei Kampuchea on 07 January that fines for traffic violations were not issued yet so far, and that the public has only been educated about this issue for now. The fines tickets have already been printed, but have not been put into use yet. He said that the fines issued based on the new traffic law could start soon, after the public is informed about this new law.

It is my belief that this is rather draconian chastisement for the ordinary Khmer citizens with the new extraordinary law; also, when the new law goes into effect, the new law will be difficult -- if not possible -- to enforce.
The new law will certainly and undoubtedly provide perfect opportunity for the traffic police officers to earn extra income and bring more hardships and tribulations to the poor.

In this case, the use of undercover civilians to catch bad policemen in action is a must!
I believe the cameras must be used to catch traffic infractions and the policemen shouldn't be standing or waiting at some corners just to give out traffic fine!
The job of the policemen is to patrol every section of the city and residential whether it is on foot, on bike, or on car to find thugs and criminals!
The policemen shouldn't be sitting in one place waiting for their prey like a vulture and they should be out and on the go to find those bad people preying on society!
