BANGKOK, Jan 30 (Reuters) - Three leading Thai companies said on Wednesday they were studying plans to build a 3,660-megawatt coal-fired power plant in Cambodia to supply electricity to Thailand.
Top builder Italian-Thai Development PCL ITD.BK, Electricity Generating EGCO.BK and Ratchaburi Electricity Generating Holding RATC.BK gave no indication of how much the plant would cost.
But they said in a statement to the Thai stock exchange they had signed a memorandum of understanding to study joint investment in the plant in the Cambodian coastal province of Koh Kong near the Thai border.
EGCO and Ratchaburi would hold a combined stake of 70 percent and Italian-Thai Power, 15 percent owned by Italian-Thai Development, would have the other 30 percent, they said.
The three firms were talking to the state-run Electricity Generating Authority of Thailand about supplying electricity generated by the plant to Thailand, it said.
Construction was expected to start in 2012 and the plant to begin operations in early 2016, the statement said.
At 0926 GMT, Italian-Thai shares were up 3.9 percent at 8 baht, Electricity Generating was up 2.69 percent and Ratchaburi was 1.18 percent lower. ($1 = 33.03 Baht)

The Peabody Coal Company seeks a permit to build the biggest coal-burning power plant Illinois has seen in decades adding 25 thousand tons of toxic air pollution.
Peabody proposes to build this “Prairie State Generating Station” on the banks of the Kaskaskia River in Washington County, 20 miles southeast of the Metro East area and 20 miles southwest of Carlyle Lake.
At greatest risk from more soot and smog pollution are the children and elderly residents, especially the more than 50,000 asthmatic adults and children who live in Washington and surrounding counties. According to the Illinois Environmental Protection Agency (EPA), high levels of soot and smog levels in the Metro East area of Greater St. Louis are already unsafe to breathe — even without Peabody’s additional pollution.
Peabody’s outdated coal-burning technology would use 18 million gallons of water daily from the Kaskaskia River and threaten wildlife and fish populations.
The proposed Indeck and Peabody power plants would emit more dangerous mercury pollution than existing power plants in other states. Mercury is a neurotoxin that causes brain damage, particularly in young children. Mercury pollution has poisoned every lake, river, and stream in Illinois. Peabody would add 270 pounds of additional mercury to Illinois' lakes, rivers and streams annually. Indeck would add more than 100 pounds of mercury every year.

Increased healthcare costs: More air pollution means more hospitalizations, which results in higher insurance premiums for people with health insurance and higher taxes for everyone to cover the health costs of the uninsured. Each year thousands of Illinois residents are rushed to the ER with asthma-related or other pollution-induced breathing emergencies. The neighboring Baldwin power plant has, over the past twenty years, cost residents more than $47 million in healthcare costs including 2,500 hospitalizations for emphysema, chronic bronchitis, asthma, or cardiovascular disease hospitalizations, annually.
Loss of tourism dollars: Mercury pollution has contaminated Illinois lakes and rivers, and threatens the State’s fishing industry — a favorite pastime for Illinois residents and tourists alike.
Increased business costs: Peabody’s dirty-coal plant will increase business costs by adding pollution that would cause existing and new businesses to do even more to reduce pollution levels. Currently, the Metro East area fails to meet stringent federal air quality standards.
Increased taxes: Peabody seeks millions in state subsidies to build this dirty-coal power plant. If the permit is granted, Illinois residents will pay to have their air polluted.
More global warming: According to a January 2004 study in Nature magazine, unless significant steps are taken to reduce global warming, higher temperatures could result in the extinction of up to 37 percent of our native plants and animals by 2050. Peabody has offered no measures to reduce its global warming pollution.”

cambodia do encourage foreign investors, however, please be careful with 'coal-powered plant' because it will produce acid rain or black rain like in germany. that is a worse consequence than cambodian gov't building dams to meet its population demand. a flooding from dams will confine to an area whereas black rain will spread all over cambodia, not to mention the entire region of southeast asia. so a careful study must be conducted by experts before allow the go ahead with coal-fueled plant.
ps: black rain or acid rain is not only dangerous to the health, it is corrosive to stones and will kill off plants, trees, etc...
No! Tell them to use their own land to build such power plant. Why? because people who live next to it, could catch cancer. Stay out of it and tell them to go home! and if you don't agree, you'd better get your lawyer ready to sue that asshole later!or when thing goes wrong.

Cambodia, please be careful; don't allow too much thai and viet investment in cambodia. when they have a fight with cambodia over land issue, they might cry wolf and scare all the other investors away. a good example now, look how the thais like to anger cambodia by saying stupid thing like preah vihear development can't go on without their consent or whatever, then they were quick to change what they said. So, be very careful in alowing thais and viet businesses into cambodia. only allow a few as a gesture of good friendship; but be very cautious as well.
on the same note, i hope all other investors (not thai and viet, but all others), please don't get scared away your investments in cambodia just because the thai or viet company were told to go home because they like to pick a fight with cambodia (please keep in mind that they are the historical enemies of cambodia, and cambodian people only hate them, but not hate American, Japanese, Korean, European, Australian, Russian, etc., only hate thailand and vietnam; so please don't be alarmed if cambodia happen to tell the thai or viet to go home. i just wanted to inform everyone of that.
