Lawmaker Defends Cambodia's Development Policy

14 February 2008

A lawmaker from the ruling party defends Cambodia’s development policy.

Speaking to VOA Khmer by phone, Cheam Yiep, a lawmaker from the ruling Cambodian People's Party (CPP) says that U.S. Secretary of State Condoleezza Rice’s disappointment about Cambodia doe not reflect the real progress in Cambodia.

"I can say that what Mrs. Rice US Secretary of State Condoleezza Rice has raised is her rights," says Cheam Yiep.

The Associated Press in Washington DC quoted Secretary Rice as saying "the U.S. is disappointed about pace of change in Cambodia". Rice reportedly told law makers on Wednesday that the United States wanted to see more progress in that country. However, the Associated Press did not elaborate.

Cambodia receives about USD 600 million dollars every year. An estimated 34 percent of its population is living under the poverty line and most people in Cambodia makes less than a dollar a day.

VOA could not reach government spokesman Khieu Kahnarith and other senior government official for comments.

Thank you, Secretary of state Condoleezza Rice.

A person of high character is someone like her. someone who stand up the weak and poor.

Not someone like the CPP memeber. All these CPP is good for is oppression against their own people. What a scum to society. " HIGH OFFICIAL " my ass !

When a high-profile official from the U.S. State Department sitting in front of the Foreign Relations Committee and start barking, the ruling needs to listen.

Remember this is a different breed of dog. The ruling party is current very nervous with the situation.

Rome didn't build in one day so does the pace of change in Cambodia.

By saying that doesn't mean that the pace of change shall remain in current status, however, the pace of change in Cambodia is progressively and steadily moving forward comparing to those rights have been oppressed in Guantanamo.

What Mrs. Condoleezza Rice should look into is USA itself, a large number of people have been held in custody in Guantanamo for more than six years without trial or legal counsel, and wants to try them in a military court where the military judges and jury have no legal training and the accused are not allowed to see the evidence
that is brought against them. And now, quote: US military will ask for the death penalty in these military cases.

Please Ms. Secretary of State stop lecture and give lesson to Cambodia.

Hey, little fucker!
Yes, you and the rest of you people need to heed the warning from the Sec. of State (from the U.S.), since you receive aid from the U.S.; also, the ruling party has violated almost everything in the human rights records. Now, the U.S. begin to listen to people.

The Cambodian government, however, you fuck and call others names, with the U.S., you're now playing with fire.

The U.S. is now finally listen to the suffering of people.

You should listen to the U.S., because the U.S. will and have enormous impact on Cambodia. Also, we don't want Cambodia ends up like Kenya.

I'm glad the U.S. high-profile officials are finally take time to watch youtube.

Mr. Sichan Siv, you also need to make a lot of noise about the human rights abuse in Cambodia, too, since you're also close to the State Department.

Message: Listen up! All of you with ruling party, from here on out, you'll need to be careful, because the CIA and FBI are after everyone of you.

Excellency Cheam Yeap, you are a gentleman.

I wish all our leaders had the same kind of reactions to Professor Yash Ghai's critical remarks about the human rights conditions in Cambodia.

This is more mixed messages from the US. They pay lip service to issues "development" like this because they have to be seen to be critical and not too passive

How can the US be really taken seriously? They use one hand to scold Cambodia about "development", yet they ignore the human rights violations, land grabbing scandals that have been going on for the last 10 years(?) to date, and the most glaring fact that the CPP government is entirely corrupt, and is continuing to rape and plunder the resources of the khmer people. They open an FBI office in Phnom Penh and invite Hok Lundy (!) to train with the FBI.

If you want real regime change in cambodia the international community has to jointly and fully condemn this CPP government, a slap on the hands will be ignored and laughed at by the likes of Chiem Yeap, because they know that the US and Eurpoean powers are trying to keep Cambodia sweet because they fear Cambodia and other SE Asian nations becoming too closely allied with China.

I do not agree with 1:17 that the US is listening to the suffering of the khmer people, they DO NOT CARE about the khmer people. The US are not the saviours of the world - khmer people have to help themselves.

In prevent Cambodia to become the next Burma (Myanmar), someone who cares enough about human rights abuses ... that is, the U.S. decisively steps in to ensure human rights abuses stopped in Cambodia.

The ruling party certainly does not have much to say when dealing with the U.S.; however, this time, the Cambodian government needs to be VERY careful when barking ... this is a big tree to bark at.

U.S., the people of Cambodia would like to thank the United States for understanding of the suffering and abuses in Cambodia.

God bless America!

God bless America!

Don't think all people of Cambodia would like to thank US for understanding of the suffering and abuses in Cambodia ONLY but would like US to explain and answer their predecessor's ultimatum policy on carpet bombing of Cambodia.

Thank you

The US needs to put more attention into Camobodia. At least BUSH takes a trip there to encourage the democrazy. If you just talk and don't bother to go there that is still not good. Look at Ukran, BUSH at least sent his high delegation there to sprout up the democrazy. Come on lets do it Cambodia.

I agree with Miss Rice 100%
Cambodia is presently progressed very fast with corruption, land grabbings, eviction of people from their land and destruction of human right and democracy system.
With regard of social development, human right development, democracy development, Cambodia has pull back 10 folds. Areak Prey

oh pa'lease , give Cambodia break, will ya?

Ms. Rice is no different than Mr. Ramfield. GWB should have fired Ms Rice as well. do i need to say more?

Now she picked on Cambodia. why not Communist Vietnam, China, and North Korea, not to mention Putin of Russia?

The USA is now so Bankruped that she would demand repayment of just about less than 300Mml laon from poor Cambodia. Is that it?

China gives Cambodia almost the same amount as all donors combined.

The USA announces it gives Cambodia some 1/4 of a mil in military assistance.
