About a week ago, I editorialised that Mr. Hun Sen has corruptly squandered the national budget by unnecessarily appointing all opposition defectors who joined the CPP to many high paid government positions. Now it is evident that Mr. Hun Sen has just corruptly squandered public money to the tune of two million dollars per month by promoting 70 of his CPP stooges unnecessarily. Mr. Hun Sen seemed to wrongly think that, as a prime minister of a country, he has the right and can appoint anyone at his own will. Mr. Prime Minister, you are wrong!
In a parliamentary democracy, under a constitution that was written and approved by the constituent assembly of which you were a member, the prime minister is accountable and is answerable to the constitution, to the parliament and to the people. And in a fully democratic country your actions are unconstitutional and are impeachable by parliament.
In 1974? President Richard Nixon was impeached and forced out of office due to a moronic action of one of his party workers who broke into the opposition candidate’s office and stole some documents. In 1975, an Australian prime minister, Mr. Gough Whitlam, was sacked by the Governor-General due to a very ambiguous reason. As of this week an Australian minister is facing the sack after he appointed his friend to a high paid government job. These are just a few examples that have been actioned in a fully democratic country that Mr. Hun Sen should be aware of.
Coming back to the $2 million a month spent on the wages of the 70 newly appointed CPP stooges, it is pure corruption. The $2 million squandered in such a fashion is just a tip of the iceberg. If the opposition is correct, when they claimed that there are thousands of unneeded government advisors, it meant that Mr. Hun Sen has corruptly squandered $30 million a month, or $360 million a year. Coupled with $500 million (World Bank figures) a year lost through corruption, it meant that Cambodia has lost $860 million a year because of official corruption. Considering that the Cambodian economy is a small economy, this amount represented a titanic amount.
So, how Mr. Hun Sen can be stopped? Well, MP Son Chhay has done a small step by strongly reminded Mr. Hun Sen, through his media appeal and letter to the Prime Minister himself, that there will be legal consequences if the prime minister does not right his wrongs.
Another measure would be that the parliament move a motion to censure the prime minister over his actions, request for an audited lists of appointments and audited salaries being spent on those appointments. If his appointments were found to be corruptly unjustified he should be impeached and force out of office. This measure is a wishful thinking and would most definitely fail because all of the CPP parliamentarians, due to their vested interests, will not agree to move such a motion to impeach their prime minister. But such a measure, success or without success, must be tried. If Mr. Hun Sen is allowed to do whatever he wants, without regard for the laws and without anyone putting a stop to it, Cambodia would still be poor as long as Mr. Hun Sen is still the prime minister. Poor Cambodia!

I agreed with the article. In a fully functional democracy checks and balances are very important for good governance. Those who seemed to think that Mr. Hun Sen is infallable are advocating for the destruction of the Khmer nation. Come on Khmerization, what are you talking about. You can't compare an evolving democracy with all its faults to democracy that has been around more than 200 years, more or less. And a smart guy (I guess you are a guy) like you should have looked at the figures before using them. The $2 million a month was for all advisers, not just for the seventy. So the annual total is $24 million for all of them. Your $360 million a year must have struck you as wrong by just looking at it. The whole budget is $1.5 billion for 2008. You should download the budget to see what the figures are like. Government salaries make up 3.2% of the GDP or around $265 million. So what are you talking about? The whole commentary is rather naive. And....the folks in Cambodia don't listen to you anyway.

I've never considered myself an educated person, although I do have an infallible memory. Moreover, I've never received any formal education, but through self knowledge, I've elected to teach myself to learn how to learn to periodically keep myself informed about the world events, since I only die once.
DOMOCRACY works in different ways. Any country can apply according to its preference. It doesnot matter how much the government spends money. It has 100% right.
If people think that it is too high, then they stop supporting it. but if people still support, it is their choice.

And, by the way, not that I support the present government, but they can hire and fire whomever they like, as long as they are not high-ranking government employees. This is where Son Chhay is wrong. They may receive the same pay but as long as they do not have the title, which would entail appointment by the King, they don't need to be authorized.
Of course, the redundancy of those advisers and the burden to the budget is another question.

Of course, our constitution is the best. And whenever Mr. Hun Sen is complying with the law, nothing wrong. But look at those advisers, what are categories to choose advisers? And what expert of their field?
As we can notice, Hun Sen's advisers are people who can popularize Hun Sen name, or build public schools/bridges/temples by inscribed Hun Sen's name there.
For example, a commentator guy in CTN, Mr.Chum Kosal, who has always manipulated neutral news to justify Hun Sen as the Khmer hero, sdach korn reborn again...etc

I agree with this article 100% and support Son Chhay 100%. But in reality, Cambodia National institutions need to set up a National State services commission by appointing high profile politcian and reputable individual who is neutral to all political parties in Cambodia to write manuals for all elected public positions in Cambodia from local elected officials, ministers and Prime Minister with full renumerations of each position power, salary, entilemnt etc.. and etc.. to limit each elected official from being abused to their personal ignorance. If each of them has breached their manual, they can be authomatically removed by lost of confidence. Once an elected official has committted to any crime, he or she cannot conitue to stand again for any other public position. In most advance democracy countries, they have limit their Prime Minister and tehir ministers of how many secretaries, they should have and their advisors were from their political party ( unpaid job ). If they cannot resolve their problem within their political party, they must consult with private consultants which will cost them monies. They are not allowed to appoint all over the place like a blindman at all.

When Nixon refused to turn over that audio tape to the supreme court then he was impeached. This case of impeachement is not applicale to Cambodia because Cambodia adopted a parliamentary system in which the MPs can use no confidence vote to bring down the whole government. In presidential system such as the US, France, Phillippine, and most countries in South America, the impeachment is used to oust the president by two-third majority from both Houses but not the whole government. However, there is impossible for no confidence vote, for the CPP holds a firm majority in both Houses.
