"I would like to completely deny corruption in the police and judicial institutions ... But we recognize there are corrupt individuals in those institutions..." - Lt. Gen. Khieu Sopheak, spokesman for the Ministry of InteriorCambodians view the police and judiciary as more corrupt than other government and non-government agencies, according to a survey released Wednesday.
In its annual corruption survey, Transparency International said more than half of Cambodian interactions with police and registry and permit services in 2007 resulted in bribes paid.
In four out of ten contacts with police or such services, bribes were requested, the group said.
Transparency International, via market research group TNS, surveyed 1,016 Cambodian adults in face-to-face interviews in five cities and provinces: Battambang, Kampong Cham, Phnom Penh, Siem Reap and Sihanoukville.
"Corruption is considered a serious problem by the Cambodians," a Transparency International statement said. "Four in ten respondents believe that the level of corruption will rise in the coming years. The fear is strongest in rural and remote areas and among low income groups."

"But we recognize there are corrupt individuals in those institutions, and we have punished corrupt individuals with both administrative and legal measures."
Cambodia loses an estimated $500 million per year to its national budget due to corruption, but the government has yet to pass a much-awaited anti-corruption law.

However, I must stress that Not entire judicial and institution are corrupted. There are certain individual who are good guy.
If we look at the headline in Japan now where is a rotten army office [army base in Okinawa] raped a 15 years old Japanese girl [2nd case in decade] we can't say that all army officer there are the same bunch, isn't it? and USA would not accept that their arm force are all rotten either, I believed.

The institution is not a human that can ask people money (they are not living thing). The officials/officers themselves in the institution, who have mouths and hands to demand money. And that make people to view the police institution is corrupted. You now understand or you can deny.

The corruption in Cambodia is not an individual act or indtitutional one but it is a state SYSTEMLY corruption!
1- How can you are not corrupted if your salary is lees than survival requirement? amount of monee need to eat, and you get no punishement but prey by your supperior ( the primister itself) if you can make extra money and own a expensive car and properties!
2-Corrupters never get punish but advance in range by briding their suppervisors. The system encourage people to be corrupted and thank their superior the priminister (it)self for the oppotunity to be corrupted!
Hun Xen goverment is destroying all the proper culture that Cambodia have left to stand to be a nation and humanbeing!
Please help us reforme the justice and the police forces so we can rebuild uorselve as a democracy free man!
