I'm sure the authorities in Phnom Penh are refusing the debt settlement because corruption law has not been legislated, dispite the international donors's urgency.
U.S. should forgive this debt! It has done so for many nations over the years, and considering the US bombing in the late 60s, it a small recompense for the suffering caused.
People should be smart enough to distinguish between loan and gift. While loan should be paid back gift do no. People tends to think that loan which is signed by the previous administration should not be paid back by the current administration: wrong. By laws, the current administration is liable to pay back whether if it likes it or not. Currently Hun Sen government signed lots of loan agreements with various countries with the main one being China. The next administration after Hun Sen cannot deny that it's not obligated to pay because it did not sign the loan agreement. The best thing Hun Sen government can do is asking Uncle Sam to forgive the loan.

Loan to Cambodia in the 1970 in particular to the Lon Nol administration was available purely because USA was happy [Richard Nixon administration] with the regime [Lon Nol - Khmer Republic] had served its mandate [overthrown the former government] and allowed them [USA] to stay to fight the N-Vietnam inside the Cambodia sanctuary.
Nevertheless the current administration [RGC] shall make repayment
right 4:36AM. It's the money they gave to Lon Nol for allowing them inside Cambodia and bombed Cambodia. What is the U.S responsibilities after that? We did not ask the U.S to bomb Cambodia; why did U.S bomb Cambodia?
